The General Services Administration (GSA) is currently seeking potential sources for Distribution/Logistics Support services for the GSA Western Distribution Center (WDC) located in French Camp, CA.  In support of GSA's mission, the WDC provides an integrated pipeline that sustains DoD armed forces and civilian customers around the world with innovative and tailored logistics services that are ever-improving in terms of cost, timeliness and relative value. 

The WDC's primary mission is to plan, program, manage and execute efficient and effective receiving, storage, inventory, packaging, stock control, stock selection, issue processing, packing and shipping of items handled by GSA and commercial vendors.  In addition to distribution, WDC performs as an order consolidation and shipping point for materials received via direct vendor delivery and consolidates and segregates shipment from multiple sources for onward shipment directly to the customer by the appropriate conveyance. 

The WDC is composed of 931,000 sq. ft. of warehouse space in three (3) separate buildings.  The WDC handles approximately 5,000 commodities including: safety equipment, hardware/tools, paints and solvents, fire products, office products, janitorial supplies and dining facility equipment and supplies.  Hazardous materials are also included.  The GSA WDC requires the establishment of a contract for Distribution/Logistics Support services that will facilitate timely receipt, processing, and shipment of supplies and material to decrease order processing time and increase the satisfaction of GSA customers.   

A Request for Proposal (RFP) will be issued as a Firm Fixed Price, Performance Based Services Contract with a period of performance of one base year (12 months) with four one-year options. The anticipated start date will be April 1, 2010 and the anticipated end date will be March 31, 2015, if all options are exercised.

All interested parties are invited to respond by submitting a Statement of Capabilities (SOC) in the attached format.  The SOC must be complete and sufficiently detailed to allow GSA to determine the firm's qualifications to perform the defined work. The SOC must be submitted electronically as an attachment to an email in one of the two listed formats (Word (.doc), Rich Text Format (.rtf)), with a table of contents and each section clearly identifiable by the numbers listed.  Failure to present the SOC in the correct format may result in the information being provided not being included in the market survey.  Questions and submittals should be made to clarissa.mcdaniel@gsa.gov with "QSDM-K7-090029-N" in the subject line.  Failure to properly identify the email in the subject line may result in the email being overlooked or filtered out.  Potential offeror's SOC should be received no later than Friday, December 4, 2009, 5pm CST to ensure that it is included in the market survey results.
