REQUEST FOR EXPRESSIONS OFINTEREST

 

ENGAGEMENT OF INDIVIDUALCONSULTANTS

CENTER FOR URBAN TRANSPORTATION(CUT)

 

1.      These request for expressions of interestfollows thegeneral procurement notice for this project that appearedin Development Business No. 1838228 of July 2, 2007.

2.     The Government of Ghana hasobtained a credit facility from the International Development Association (IDA) towards implementation of the Urban Transport Project. The Department of Urban Roads (DUR) is the implementing agency for the project and has set upthe Project Advisory Office (PAO) to support the implementation of the project. The PAO will be transformed into a Center for UrbanTransportation (CUT) by end of December 2009 with three units namely, Technical Support, Capacity Building and UTPDelivery.

 

3.     As part of the processes for the setting up of the CUT, experts are required to fill the following positions in theCUT.

 

a.      Team Leader,Capacity Development

The Capacity Development Department of the CUT will be responsible for strengthening the capacity of the authorities, operators and support organizations inthe passenger transport sector in the areas of planning, organization, business, operations, quality, and evaluation. This will include institutional design, improvement ofinstitutional processes, training and capacity development, expert/personnel development and mentoring, secondment, knowledgeexchange and brokerage. The CUT, through this role, will seek to strengthen the capacityof institutions, teams and individuals tobetter deliver their mandates.

 

The preferred candidate should have a minimum of a Masters Degree in Organizational Development orHuman Resource Development or its equivalence from a reputable university with a minimum of eight (8) years post post-qualificationexperience of which five(5) years has been in an urban passenger transport environment; or a minimum of a Masters Degree inan urban transportation-related discipline with a minimum of eight (8) years post-qualification experience of whichfive (5) yearshas been in an urban passenger transport environment and a further qualification and relevant experience in organizationaldevelopment and/or capacity building.

 

The preferred candidate should have demonstrable experience in, and understanding of, the urbantransportation system as well as institutional development of public sector organizations.

 

b.      CapacityDevelopment Expert

The preferred candidate should possess a Masters Degree in Urban Transportation or a relateddiscipline with a minimum of eight(8) years post-qualification experience of which five (5) years has been in an urban passenger transport environment; or arelevant primary degree and ten (10) years of relevant experience in the urban passenger transportation sector.

 

The preferred candidate should have experience in, and understanding of, a wide range of urbantransportation systems and of related practice and research. Relevant ongoing post-qualification training in urban transportationand development, including professional qualifications, will be an advantage. Experience in capacity-building will be anadvantage.

 

c.       TeamLeader, Technical Support

The Technical Support Department of the CUT has responsibility for providing a wide range of supportto MMDAs, transport operators, BRT entities, and Ministries, Departments and Agencies (MDAs) in matters relating to urbantransportation. The primary focus is on passenger transportation. Its functions will include analysis, planning, technical systemdeployment, consultancy, advice, research, monitoring and evaluation. In addition, it will offer support in policy formulation,development of standards, preparation of guidance and best practice manuals where requested by the authorised agencies to do so,and sponsored research in various areas, both locally and internationally.

 

The preferred candidate should possess a Masters Degree in Urban Development and Management, UrbanTransportation or its equivalence with a minimum of eight (8) years post-qualification experience of which five(5) years has beenin an urban passenger transport environment. Candidates with a relevant primary degree and extensive, relevant experience in theurban transportation sector will also be considered.

 

The preferred candidate will have experience in, and understanding of, urban transportation systemsand related practice and research. Understanding of the urban transportation system in Ghana as well as relevant post-qualificationtraining in urban transportation and development, including professional qualifications, will be anadvantage.

 

d.      Technical SupportExpert

A Masters Degree in Urban Transportation or a related discipline with a minimum of eight (8) yearspost-qualification experience of which five (5) years has been in an urban passenger transport environment; or a relevantprimary degree and ten (10) years of relevant experience in the urban passenger transportation sector.

 

The preferred candidate will have experience in, and understanding of, a wide range of urbantransportation systems and of related practice and research. Relevant ongoing post-qualification training in urban transportationand development will be an advantage. Experience in providing technical support will also be an advantage.

 

e.      FinanceManger

The purpose of this position is to provide overall coordination, management and supervision ofthe financial and accounting functions of the CUT. The Finance Manager reports to the Head of theCentre.

 

The preferred candidate should possess at least adegree in Business Administration, Accounting or Finance andprofessional accountancy qualification with membership of a recognisedprofessional body e.g. ACCA, CIMA, CA (Ghana), CPA, etc with a minimum of seven (7) years post-qualification experience. Thepreferred candidate will have knowledge and experience in the implementation and use of one of the leading accounting packages. Anunderstanding of the urban transportation environment in Ghana will beanadvantage.

 

 

4.     All Candidates must have relevant expertise and experiencein a minimum of one of the following areas and should havefamiliarity with at least two other areas:

 

·        Travel demand analysis and modelling.

·        Passenger transport planning.

·        Network design and service planning.

·        Bus operations and maintenance.

·        Passenger transport business development, business planning and financing.

·        Bus priority systems and associated traffic engineering.

·        Public transport support infrastructure design (terminals, interchanges, etc.).

·        Intelligent Transport System for passenger transport.

·        Contracts and service agreements for passenger transport.

·        Performance standards and measurement.

 

5.     Each of the positions will be based in Accra, Ghana.

 

6.     Each position is for a period of two (2) years and renewable based on the performance of the selectedcandidate.

 

7.     The Department of Urban Roadsof the Ministry of Roads and Highways now invites eligible individual Consultants for these positions to indicate their interest inproviding the services. Interested candidates must provide detailed CVs indicating their qualifications and experience includingthe following:(a) Name and Age, (b) Nationality, (c) Academic Qualification, (d) Specific Experience relating to the assignment,and (e) Any other information considered relevant for selection.

 

8.      All Individual Consultants being considered for the various positions will be selected in accordance with the procedures setout in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers(May 2004, revised October 2006).
