Background and Purpose of this Request for Information (RFI)

The Cyber Authentication Renewal initiative outlines the
government's approach for authenticating citizens and businesses
to access government services over the Internet. This
authentication approach provides flexibility to program owners
and includes the provision for different assurance levels,
appropriate to the risks of individual programs and services.
Service implementation under this new Cyber Authentication
approach will be based on a federated model. This means that
stakeholders will collaborate in deploying compatible services
that will recognize each other's user credentials.

In support of this strategy, the Government of Canada has
drafted its requirement to acquire a commercial "off-the-shelf"
Credential Selector Software in order to implement a Federation
Broker within Canada's Shared Initiatives' technical
infrastructure to support Canada's Departmental and Agency
Programs. It propose to include: (i) an Entity License that
encompass all the software products and components being
proposed; (ii) a three-month warranty, (iii) the Software
Documentation, (iv) the related Maintenance and Support
Services, (v) training; (vi) professional services to install a
complete and working solution; and (vii) a single license key(s)
and single registration (activation) for the purpose of ease of
installation, deployment, implementation and management.
This is not a bid solicitation. This RFI will not result in the
award of any contract. As a result, potential suppliers of any
goods or services described in this RFI should not reserve stock
or facilities, nor allocate resources, as a result of any
information contained in this RFI. Nor will this RFI result in
the creation of any source list. Therefore, whether or not any
potential supplier responds to this RFI will not preclude that
supplier from participating on the future procurement . This RFI
is intended to solicit feedback from industry with respect to
the requirement described in this draft bid solicitation
available through MERX.

Canada intends to publish on Government Electronic Tendering
System from MERX, the formal bid solicitation document on
December 30, 2009. This is a change from the previous expected
date of December 20, 2009, provided to Industry during the
Industry Consultation which took place on November 12, 2009.

This intended requirement will be used by Canada as part of a
solution that will provide authentication and credential
management services to allow access to any federal programs from
Government Department, Departmental Corporation or Agency, or
other body of the Government of Canada (including all those
described in the Financial Administration Act, as amended from
time to time) or any other party for which the Department of
Public Works and Government Services has been authorized to act
from time to time under section 16 of the Department of Public
Works and Government Services Act.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
