Nature of Requirements:
This bid solicitation is being issued to satisfy the requirement
of Canada, for an off-the-shelf Automated Discovery and Topology
Software (ADTS). It is intended to result in the award of a
contract for one year, plus irrevocable options to allow Canada
to extend the terms of the contract for four consecutive periods
of one-year each. Any resulting contract may be used by any
Government Department, Departmental Corporation or Agency, or
other body of the Government of Canada (including all those
described in the Financial Administration Act, as amended from
time to time) or any other party for which the Department of
Public Works and Government Services has been authorized to act
from time to time under section 16 of the Department of Public
Works and Government Services Act (each a "Client").
The required Software must include the License(s), a three-month
Warranty, and the Software Maintenance and Support, and the
Software Documentation. All parts of the Software must be
available to the Client Users 24 hours a day, 7 days a week, 365
days a year, in English and French (if available), and operate
at all times in accordance with the Statement of Requirements in
Canada's operational environments as described in the bid
solicitation.
The term "User" refers to the employees of the Government of
Canada, the Minister's office and staff, and other individuals
authorized by Canada to perform services in relation to the
business and affairs of Canada, including contractors or
consultants performing work for Canada from time to time.
Although Canada may make the Automated Discovery and Topology
Software available to any or all the federal entities, this bid
solicitation does not preclude Canada from using another method
of supply for entities of the Government of Canada with the same
or similar needs. The initial Client is the Department of Public
Service Commission.
The Contract will be for a period of one year with up to 4
additional one-year periods.
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), and the Agreement on Internal
Trade (AIT).

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
