entry for the National Forest Inventory (NFI) photo plot
software tool to function as a server/client solution for data
entry as per the statement of work and the NFI Photo Plot Data
Entry Utility Requirements Specification.

Scope of the system to include:
- GUI for data entry of the NFI photo plot attribute data
- perform photo plot data quality assurance
- downloading of photo plot date from the NFI server
- submitting photo plot data (attribute data, spatial data and
metadata) from the client to the NFI server
- provide update services for the client application
