LEAN Expert Consulting, Long Term Care Quality Improvement Initiative

This Request for Proposals ("RFP") is an invitation to prospective proponents to submit proposals for the provision of LEAN expert consulting services in support of a quality improvement initiative in Ontario’s long term care sector, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by Her Majesty the Queen in right of Ontario as represented by the Ontario Health Quality Council (OHQC).

OHQC is an independent agency funded by the Government of Ontario through the Ministry of Health and Long-Term Care. OHQC reports directly to Ontarians on access to publicly funded health services, health human resources in publicly funded health services, consumer and population health status, and health system outcomes.

OHQC, in partnership with long-term care (LTC) sector stakeholders, is currently rolling out Wave I of a LTC Quality Improvement (LTC QI) Initiative. The aim of the Initiative is to build capacity within the sector for an increasing level of quality, as measured across a variety of core, internationally validated, and publicly reported indicators, to one that is the best in Canada and comparable to leading jurisdictions in the world. The initiative will extend to all 626 LTC homes in Ontario, serving over 76,000 residents with over 50,000 staff, starting with one-sixth of the homes in Wave I, then spreading to the remaining homes in Wave II. LTC homes in Ontario are owned and operated by a variety of entities. This initiative includes homes from all the entities existent in Ontario.

Wave I of the LTC QI initiative includes a number of components:
• Developing the leadership for quality improvement among the leaders within the LTC sector;
• Learning collaboratives comprised of front-line quality improvement teams from about 100 homes located in four regions (Local Health Integration Networks) within the province of Ontario, and focused on achieving measurable improvement in four specific topic areas;
• Support for up to 15 homes (who are not participating in the collaboratives) in the implementation of LEAN within their organization
• Identifying, developing and training the facilitators and faculty to support front-line quality improvement teams in the learning collaboratives and/or the LEAN implementation.

This RFP is focused on the implementation of LEAN within up to 15 homes, and the LEAN component of leadership development and training for improvement facilitators (IFs) and faculty.
