Defence Construction Canada (DCC) – Request for Abbreviated Proposals (RFAP) for Consultant Services – Biological Resource Source List, Western Region

In accordance with the rules, regulations, statutes, guidelines and the professional association(s) of the Western Region Provinces, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to provide Biological Resource services, on an “as and when requested basis”, specific to this Department of National Defence (DND) project, at three (3) separate Regions across Canada.

The objective of this Request for Abbreviated Proposal (RFAP) is to establish Source Lists for three (3) different geographic regions. The selected firms will be placed on the respective Source List with DCC to provide the required services from the date of establishment of the Source List to the same date three (3) years later.

The estimated cumulative value of all services resulting from all three Source Lists is approximately $500,000 per year, for a total value of $1.5 million over the three (3) year period. The average call-up will be in the range of $20,000 to $60,000; with a maximum of $200,000 per call-up.

The Regions that Proponents are invited to submit proposals for are listed below:

Information provided by the Proponents will be evaluated using the established criteria in the RFAP document: technical criteria relate to achievements and experience, technical and managerial expertise, and a factor for the price element. Firms selected through the evaluation process will be invited to be included in the source lists.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.

Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposal on the forms that are available from MERX by calling 1-800-964-6379.

To be considered, Abbreviated Proposals must be received at the following address, no later than 14:00 hours local time on January 5th, 2010.
