Invitation to Proponents
This Request for Proposals ("RFP") is an invitation to prospective Proponents to submit proposals for the provision of Automated Nucleic Acid Detection Assay Systems for Quantitative Determination of HIV-1 RNA Viral Load in plasma, as further described in Part 2 - The Deliverables (the “Deliverables"). This RFP is issued by the Ontario Agency for Health Protection and Promotion (“OAHPP”).

Objectives of the Project

The objective of this RFP is to execute a contract with one legal entity to supply, deliver, install and maintain Automated Nucleic Acid Detection Assay Systems including all required elements for determination of HIV-1 RNA viral load in plasma.
Background

Quantitative HIV 1 RNA Viral Load determination is conducted within four (4) laboratories across Ontario. The site located at OAHPP Public Health Laboratory, Toronto coordinates the evaluation of new kit lots and the ordering of test kits for all the sites. The remaining three testing sites are subcontracted through RFP/ Service Level Agreements and as a result may be subject to change. Currently, the three subcontracted testing sites are: the Children’s Hospital of Eastern Ontario (CHEO), Hospital for Sick Children, Toronto (HSC) and Toronto Medical Laboratory — Mt Sinai Hospital Toronto (TML).

4.1.1 Timetable

The following is the schedule for this RFP:

•Issue Date of RFP November 19, 2009

•Proponent's Deadline for Questions 4:00 pm on November 26, 2009

•Deadline for Issuing Addenda 4:00 pm on December 1, 2009

•Proposal Submission Deadline 11:00:00am December 8, 2009 (Toronto Time)

•Period for Which Proposals are Irrevocable
after Proposal Submission Deadline 180 days

Contract Period
Three (3) years with an option in favour of OAHPP to extend the Agreement on the same terms and conditions for an additional term of up to seven (7) additional one (1) year terms.

In order to be considered, proposals in response to this RFP must be received by the Ontario Agency for Health Protection & Promotion, no later than 11:00:00 a.m., Toronto time, December 8, 2009.
