INVITATION TO APPLY ELIGIBILITY AND TO BID FOR
DESIGN AND CONSTRUCTION FOR THE WATER SUPPORT SYSTEM
MOISES PADILLA WATERWORKS SYTEM

1. The Municipality of Moises Padilla, through National Government under the Department of Health SARO No. F-09-07225, dated September 25, 2009 amounted to Php 22,842,000.00 intends to apply the sum of 20,100,960.00 being the Approved Budget for the Contract (ABC) to payment for the Design and Construction (Design and Build Scheme for the Water Support System of Moises Padilla Waterworks System. Bids received in excess of the ABC shall be automatically rejected at Bid Opening.

2. The Municipal Government of Moises Padilla, Negros Occidental now invites potential Bidders/Contractors for eligibility for the Submission of Letter of Intent (LOI) on or before December 17, 2009 for the preparation of the Detailed Engineering Design and Construction for the Water Support System at Poblacion. The work consists of :
a. Construction of Filtration Gallery(NATURAL & MECHANICAL)
b. Supply and Installation of Treatment Facilities (ELECTRICAL & MECHANICAL)
c. Development and Closure at Source including installation of Gate Valve and other accessories
d. installation of main and distribution pipelines around poblacion area
e. Installation of extension pipelines at nearby barangays and developed areas in the municipality
f. Water analysis and Guide to Sustainability for Operation and Maintenance
Completion of the Works is required 365 days . Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents.

3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184) otherwise known as the Government Procurement Reform Act and is restricted unless otherwise stated to organizations with at least a seventy-five percent (75%) interest or outstanding capital stocks belonging to citizens of the Philippines. In accordance with IRR Part A of R.A. 9184, only bids from Bidders who pass an eligibility check will be opened. The Bidders with the Lowest Calculated Bid (LCB) and with Detailed Engineering Design (DED) shall be evaluated to determine its responsiveness to the Detailed Engineering Design and financial requirements of the project.
4 Interested bidders may obtain further information from the Bids and Awards Committee Secretariat and inspect the Bidding Documents at the address given below from 8:00A.M. - 5:00P.M.

5 A complete set of Bidding Documents may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of Twenty Thousand Pesos Only (Php 20,000). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) , provided that bidders shall pay the fee for the Bidding Documents not later that the submission of their bids.
6. The Municipality of Moises Padilla through Bids and Awards Committee will hold a Pre-Bid Conference on December 17, 2009, 10;00A.m. at Mayor's Office, New Municipal Hal, Moises Padilla(Magallon), Negros Occidental , which shall be open to all interested parties who have purchased the Bidding Documents.


7. Bids must be delivered to the address below on or before January 15, 2009 at Bids and Awards Committee Secretariat, Moises Padilla(Magallon), Negros Occidental . Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below. Interested Bidders shall secure the Eligibility and Bidding Documents from the BAC Secretariat on November 20-December 17, 2009 10:00 a.m. to 5:00 p.m. upon payment of a non-refundable amount steted above. Bidders shall submit the accomplished Eligibility Documents, Bids and Detailed Engineering Design accompanied by a Bid Security in the form of Cash or Bank Guarantee on or before January 15, 2010, 10:00 a.m. last day for the submission of the bids shall be on the date of the opening of Bids. Late submission of Bidding Documents shall not be accepted.

8. The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instruction to Bidders.

9. Interested Bidders may obtain all data from the Municipality of Moises Padilla and inspect the actual situation of the area from November 25, 2009 to December 17, 2009.

10. To be considered Eligible and qualified, a bidder must:
a. Have a successful experience as prime contractor of all on- going, completed, awarded but not yet started for Water Supply System Project Level III and related contracts of at least one (5) works of a nature and complexity equivalent to the works in the last five (5) years such being verifiable from the completion certificates. To comply with this requirements, the single contract cited should be at least fifty percent (50%) of the Total Project Cost.
b. Have a minimum average annual construction turn-over the last ten (10) years equal to fifty percent (50%) of the Total Project Cost.
c. Submit audited balance sheets, or, if not required by the law of the applicant's country, other financial statements acceptable to the procuring entity for the last five (5) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability;
d. Have a license issued by the Philippine Contractors Accreditation Board (PCAB) with classification and registration of Medium "B" in Water Supply.

11. The Municipality of Moises Padilla reserves the right to accept or reject any bid and to annul the bidding process and reject all bids at any time prior to the contract award without thereby incurring any liability to the affected Bidder or Bidders.
