II.1.5) Short description of the contract or purchase(s): The purpose of
the tender is the organisation of the receipt and processing of visa
applications. Further details of the contract are given in the Programme
of Requirements (Terms of Reference), annexe 1 to the tender document.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Annually an estimated number of thirty
thousand (30 000) visa applications are submitted.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: n.a.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: See tender
documents.
III.1.3) Legal form to be taken by the group of economic operators to
whom the contract is to be awarded: There are no requirements with respect
to the legal form assumed by a group of tenderers (herafter referred to as
"groups". When 2 or more companies wish to form a group in order to take
part in this tender procedure, each company should fill in and sign the
destinated form in the tender documents. All companies taking part in the
group will be liable for the fulfilment of the contract. Furthermore, the
identity of the lead company in the group and the Embassy's contact must
be indicated. Submissions of quotations by a group without a lead company
will not be accepted.
III.1.4) Other particular conditions to which the performance of the
contract is subject: Yes.
Tenderers who do not meet the following knock-out criteria (quality
requirements) will be excluded from further participation in the award
procedure:
1. Acceptance of the Programme of Requirements (Terms of Reference),
annexe 1.
2. Acceptance of the draft public service contract and the Annexes of the
draft contract, annexe 2. No rights may be derived from the Terms of
Reference.
By signing the Statement of Agreement, tenderers indicate their acceptance
of the draft contract and conditions. Amendments may be proposed in the
question round. It is impossible to alter the contract once the final
Information Notice has been issued. Conditions drawn up by the contractor
or sector explicitly do not apply. No rights may be derived from the draft
contract.
3. The fee for the service per visa must not exceed 30 EUR per visa
application, annexe 3, sector 8.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1. Article
45 of Directive 2004/18/EC (and Bao) is not applicable to tenderer.
2. Entry in professional/ trade register.
III.2.2) Economic and financial capacity: Minimum level(s) of standards
possibly required: Declaration from tenderer’s bank: The tenderer must
submit a declaration from its bank attesting to its financial capacity
(annexe 3, section 2.1).
III.2.3) Technical capacity: Minimum level(s) of standards possibly
required:
Minimum experience requirement (annexe 3, section 3.1).
The tenderer must have performed at least one similar contract in the area
of visa application services or similar services as described at annexe 1,
the Programme of Requirements (Terms of Reference), in the last 3 years.

paragraphs 12 to 16, apply to this contract award procedure. The
application of the remaining provisions of the Directive 2004/18/EC and
BAO is expressly excluded,
