II.1.5) Short description of the contract or purchase(s): The support and
maintenance arrangements for the C3i Videowall and Digital Video Recording
System (DVRS) systems have now come to an end and need to be re-tendered
to sustain continuity of service. It is proposed that this contract will
cover the upgrade of the existing hardware to cater for the London 2012
Olympic additional requirements, and the support of this existing
equipment. Other currently unsupported Audio/Video (A/V) equipment will
also be included in this single overarching arrangement. A framework
agreement with a single supplier for a maximum spend limit of 7 000 000
GBP will be set up to meet these, and other, future requirements.

IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Accelerated restricted.
Justification for the choice of accelerated procedure: The Accelerated
Restricted procedure will be utilised as per the EC press release of
19.12.2009 - http://europa.eu/rapid/pressReleasesAction.do?reference=IP/08/
2040&format=H. OGC indicates in its Information Note 1/09 of 14.1.2009
that the ‘relaxation should apply to any above threshold procurement, be
it works, services or supplies, for which early execution would be of
benefit to industry. Authorities… [taking] into account the market’s
ability to respond and meet the reduced timescales. [We] advise that any
authority considering whether the accelerated timescale is appropriate
should first determine whether the procurement in question would meet the
fundamental aim of boosting the economy through rapid execution of the
contract. Authorities should state this in the justification field in the
OJEU notice.’ This procedure will encourage a number of potential
suppliers to respond, therefore sufficient competition shall still be
stimulated even with the reduced timescales. Also, as the requirement can
be paid for, in the main, in this current financial year, the economy
could be boosted from a rapid competition.There is therefore no impediment
to using the proposed route to market.
