SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Department
of Health Information Services provide a range of services to DH internal
customers, associated Executive Agencies and Arms Length Bodies. The
internal resources available to the DH are at times insufficient to meet
the business needs especially at peak demand. It is the departments
intention to let a framework agreement with one supplier to cover the
range of services required to augment our own internal resources.
The flexible resource pool shall provide a pool of trained staff that have
specific knowledge of applications, technologies and operational
infrastructure; experienced on-site management to ensure that activities
can be undertaken within the required timescales and to ensure that the
skill levels are maintained.
The DH intends to create a long term business relationship with a supplier
and their staff, therefore it is expected that the successful supplier
will use a cadre of staff where a minimum of 50 % will at any one time be
permanent employees of the supplier.
The successful supplier shall be required to provide on a call off basis,
the full range of staff for services covering the full application
delivery lifecycle, programme and project management, strategy, design and
business analysis, information, knowledge and records management, computer
and communications security.
Bidders should be aware that this exercise shall result in a framework
contract being awarded, and this contract does not commit the DH to any
project or financial commitment as projects shall be called of against the
contract as required.
