II.1.5) Short description of the contract or purchase(s): The Framework
is aimed at delivering a programme of workshops and events specifically
aimed at the needs of someone who is looking to start up a business. The
programmes can be run as either a series of workshops, or individual
workshops, and can cover a range of topics, including, but not limited to:
— Introduction to starting your own business,
— Finance,
— Marketing,
— Sales,
— IT (websites),
— Finding premises,
— Employing people,
— Launching and funding your business.
The Framework will be split initially between four key service delivery
categories as follows:
— Generic- workshops to support anyone wishing to start their own
business.
— Hard to reach- workshops to support individuals wishing to start their
own business who are unemployed or at risk of unemployment.
— Women- workshops to support women who are looking to start their own
business.
— Big events- pre-start conference style events.
Service providers will need to identify appropriate delegates and work
with a marketing agency to attract those delegates onto the workshops and
to attend the conference style events.

II.2.1) Total quantity or scope: A Framework to deliver workshops and
events aimed at someone wishinmg to start a business. The Framework is for
2 years commencing 1.4.2010 and will run to 31.3.2012 subject to a further
possible 1 year extension. The Framework will be operated across the whole
of the North East of England.
II.2.2) Options: Yes.
Description of these options: There is to be an opton to extend this
Framework Agreement by upto a further 12 months.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
1.4.2010. Completion: 31.3.2012.

tender or to participate: Envisaged minimum number: 5. Maximum number: 12
Objective criteria for choosing the limited number of candidates: A
Pre-Qualification Questionnaire will be used to identify eligible and most
suitable operators to progress to the ITT stage. The PQQ document will
detail the scoring and weighting to be applied.

terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

expressing an interest or tendering for this contract including but not
limited to where this contract award procedure is cancelled for any
reason.

procurement process and during the term of any resultant contrac(s).
