Note: Shifting of DTs, LT HT Lines and other structures under the project of 4 laning of Road along Sidhwan Canal (Southern Bye-pass) under City West & Suburban Circles Ludhiana on turnkey basis.

Sealed tenders are invited in Triplicate by the undersigned on behalf of PSEB from the A- CLASS experienced contractors (electrical) who fulfill the qualification criteria for the work
1) PSEB reserves the right to divide the work amongst the bidders who accept the rate of lowest bidder, as counter-offer. 2)Schedule of quantities are tentative. This may increase or decrease to any extent as per site requirement to be verified at the time of actual measurement. 3) The work allotted to the contractor will have to be completed within the time frame failing which penalty would be liable to be imposed under the relevant section of RFP. 4)The Board reserves the right not to allot any work to those bidders who have not completed the work under any other ongoing work order awarded to him in the PSEB and is defaulter as per the terms and conditions of work order. 1) Scope of Work
(a) Shifting of HT/ LT Lines and Distribution Transformer and other component of the LD system (including Erection Dismantlement etc.) including erection, testing & commissioning of HT/ LT Lines, DTs, pillar boxes, and other components of the LD system as per approved PSEB Drawings/ Design on turnkey basis is in the scope of this work. (b) This specification covers the provisions for Shifting of LD System for 4-laning of the Road along the Sidhwan Canal (under Southern By-pass project). Entire shifting work required for the project falling under various DS divisions of City West and Suburban Circles are in the scope of this bid. However, the quantum of work and material may increase/decrease to any extent. (c)Work will be executed Operation Sub Division wise or sub section wise and work permits will be arranged by concerned DS officers/ Officials and due safety precautions will be taken by the contractors (through supervisor duly licensed by CEI Punjab) during the work. The contractors shall execute work in such a fashion that supply to customers is not disturbed unnecessarily. Press note for planned shutdowns will be issued by the concerned Officer. (d)New material is to be supplied by the contractor and the usable material from the lot of dismantled material (from the same work only) will be reused. The remaining dismantled material will be returned to the store through official in charge. The work is to be completed as per standard designs/specifications of PSEB, RFP Specifications and Drawings/ specifications/ provisions in the sanctioned estimates. 1) Rates a) The bidder will supply the FIRM rate of the material and the labour separately including all taxes, such as ED, CST, Service Tax VAT, Sales Tax, Octroi, Freight, Entry Tax and insurance charges etc. FOR destination and after considering MODVAT benefits, if any in the format as per annexure A-I to A-IV duly filling all the columns and no column will be left blank otherwise bid is likely to be rejected only on this account. Price Bids with variable rates of any item will not be accepted.
b) All items essential for the completion of the work will be supplied by the contractor (except the items dismantled from the site & reused as per the provision in the Sanctioned Estimates), but DTs if required for any sub-work, temporarily or permanently will be supplied by the PSEB. 2) COMPLETION PERIOD/ PERIOD OF CONTRACT The period of contract will be 3 months from the dated of allotment of work, however the work will be carried out in coordination with the (and as per the requirement of the) civil works (to be carried out by the PWD B&R) and the completion period
3) QUALIFYING REQUIREMENT OF BIDDERS The prospective bidders who fulfil the following qualifying criteria are eligible to submit their complete bid against this NIT. a) Bidder will supply its Employee Provident Code No. with Copy of EPF registration and he should submit Labour License/exemption certificate from Labour Department before the commencement of work.
b) The bidder shall submit documentary proof for having A-Class contractor (electrical certificate) from CEI Punjab under Indian Electricity Rule 1956 Clause-45, for carrying out such type of jobs and submit a copy of the valid license along with the request for purchase of tender documents (or he shall give undertaking to supply the same before allotment. c) The bidder will supply VAT No. / Service Tax registration No. issued by department of Excise & Taxation d) The Contractor must have the requisite experience of carrying out the similar works of erection of HT/LT Lines/ DTs etc. In Govt/ Public sector/ reputed Limited/ Private organizations and submit their request for issue of tender document (along with copy of relevant documents) to the Dy. CE/ West circle Ludhiana, who will empanel him/ approve his request on the basis of his past experience/ turnover etc. Tenders will be issued only to the eligible contractors and the decision of the Dy. CE/West circle Ludhiana will be final in this regard (however mere issue of tenders will not make the contracto
