Assignment Description

Title of TA: Bolivia: Municipal Simplification for granting Construction Permits in Santa Cruz de la Sierra, Cochabamba and Montero Funded by: the Wallonia Trust Fund Eligible consultants: From the Wallonia region of Belgium. Project’s Outline: This project will have four phases: Phase I. Preparation and Diagnostics: involves an analysis of the requirements and steps needed to obtain a construction permit, and the identification of opportunities for improvements. Phase II. Proposal Development: Based on the diagnostic results, project will collaborate with public and private sector officials in the design of a proposal to reengineer the necessary procedures. The proposal will also include a number of implementation tools such as: new operations manual(s), fully developed urban parameters for the entire cadastral grid, risk analysis matrix, a comprehensive inspection system based on a risk analysis, changes in organizational structure, and ordinances to be enacted to implement the new procedures. An important lesson learned in previous projects in LAC is that examining and validating complex structural calculi or verifying the fulfillment of construction plans´ urban parameters will not prevent a building to fall down or to prevent environmental damage. Municipalities quite often privilege examinations of the printed papers submitted by the applicants rather than physical, on-site inspection of highly complex buildings. Other municipalities force themselves to apply inspection to every construction no matter how innocuous or small a building might be. These situations are time consuming, expensive and have little impact in the community. The proposal must emphasize the design and implementation of a risk-based inspection system as a necessary component of the simplified procedure for granting construction permits. Phase III. Project Implementation: Project implementation includes training municipal officers on the use of the new procedures together with the implementation tools listed above. Phase IV: Implementation of Reform Sustainability Elements: The implementation of a monitoring and evaluation system will help ensure reform sustainability, as it will allow the Municipality and private sector stake holders not only to continuously track data but also to discuss potential improvements to the new procedures. These Terms of Reference refer to the Design and Implementation of a Comprehensive Risk-based Inspection System as part of the simplified procedures for granting construction permits in the Municpalities of Cochabamba, Montyero and Santa Cruz de la Sierra. The TORS target one expert (consultant). Main Activities of Terms of Reference (TOR) 1: Present and explain the best and the worst practices of risk-assessing systems and risk/based inspection systems for granting construction permits in middle and low income countries, to municipal officers and construction-related private organizations. 2: Design, present and submit a proposal of a risk-assessing system for urban constructions, to be used in the process of granting construction permits. Proposals must be specific for each of the targeted municipalities. 3: Design, present and submit a proposal of a risk-based inspection system for granting construction permits in the targeted municipalities. Proposals must be specific for each of the targeted municipalities. 4: Design, present and submit a work plan proposal for the implementation of the construction risk-assessing systems and the risk-based inspection systems mentioned above. Proposals must be specific for each of the targeted municipalities.
