Assignment Description

Terms of Reference (TOR) Title of TA: Bolivia: Municipal Simplification for granting Construction Permits in Santa Cruz de la Sierra, Cochabamba and Montero Funded by: the Wallonia Trust Fund Eligible consultants: From the Wallonia region of Belgium. Project’s Objective: The main objective of the project is to reduce transaction costs by decreasing time and requirements necessary to carry out construction permit-related inspections and appraisals and eventually obtain a construction permit. It is expected that this project will help increase formal constructions in relevant jurisdictions. This project will have four phases: Phase I. Preparation and Diagnostics: Involves an analysis of the requirements and steps needed to obtain a construction permit, and the identification of opportunities for improvements. Phase II. Proposal Development: Based on the diagnostic results, project will collaborate with public and private sector officials in the design of a proposal to reengineer the necessary procedures. The proposal will also include a number of implementation tools such as: new operations manual(s), risk analysis matrix, a comprehensive inspection system based on a risk analysis, changes in organizational structure, and ordinances to be enacted to implement the new procedures. Phase III. Project Implementation: Project implementation includes training of municipal officers on the use of the new procedures together with the implementation tools listed above. Phase IV: Implementation of Reform Sustainability Elements: The implementation of a monitoring and evaluation system (M&E) will help ensure reform sustainability, as it will allow the municipality and private sector stake holders not only to continuously track data but also to discuss potential improvements to the new procedures. These Terms of Reference refer to the Design and Implementation of a Comprehensive Monitoring and Evaluation System as part of the Phase IV: Implementation of Reform Sustainability Elements. The TORS target one expert (consultant). Main Activities of Terms of Reference (TOR) : Activities / Duties Item #1: Present and explain to municipal governments: what the M&E system is about, what it offers, trends of M&E systems applied to documentary process in the construction sector, information required to build a M&E system, main components (Benefit/Cost, performance indicators, reports, impact evaluations, use of computerized tools such as MIS, etc). Item #2: Design, present and submit a proposal of an M&E system for granting construction permits in urban areas, to be used with the information gathered in the process of granting construction permits. Proposals must be: specific for each of the targeted municipalities, take into account the private sector (Construction Chambers) as key element of the system, and use the existing computerized tools in each of the municipalities. Source code development is not part of the consultant activities; instead the consultant must define data sources, type of reports (scope and frequency) and ways to publish those reports. Item #3: Design, present and submit a work plan proposal for the implementation of the M&E systems mentioned above. Proposals must be specific for each of the targeted municipalities.
