Work is to be completed within sixteen (16) weeks after contract
award. The estimated cost for this opportunity is within the
following category: $ 100,000.00 to $ 250,000.00.

MANDATORY SECURITY REQUIREMENT: This procurement contains a
mandatory security requirement as follows:

1. The Contractor must, at all times during the performance
of the Contract, hold a valid Designated Organization Screening
(DOS), issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC).

2. The Contractor personnel requiring access to sensitive
work site(s) must EACH hold a valid RELIABILITY STATUS, granted
or approved by CISD/PWGSC.

3. Subcontracts which contain security requirements are NOT to
be awarded without the prior written
permission of CISD/PWGSC.

4. The Contractor must comply with the provisions of the:

(a) Security Requirements Check List and security guide (if
applicable), attached at Annex A;
(b) Industrial Security Manual (Latest Edition).

VERIFICATION OF SECURITY CLEARANCE AT BID CLOSING

1 The Bidder must hold a valid Designated Organization Screening
(DOS) issued by the Canadian Industrial Security Directorate
(CISD), Public Works and Government Services Canada (PWGSC), at
bid closing. Verifications will be made through CISD to confirm
the security clearance status of the Bidder Failure to comply
with this requirement will render the bid non-compliant and no
further consideration will be given to the bid.

2 Any subcontractor required to perform any part of the work
during the performance of the subsequent contract must also
adhere to the mandatory security requirement of the contract. No
personnel will be allowed on site without the required level of
security. It will be the responsibility of the successful
bidder to ensure that the security requirement is met throughout
the performance of the contract. The Crown will not be held
liable or accountable for any delays or additional costs
associated with the contractor's non-compliance to the mandatory
security requirement. Failure to comply with the mandatory
security requirement will be grounds for being declared in
default of contract.

OPTIONAL SITE VISIT:
There will be an optional site visit on November 26, 2009 at
10:00 a.m. Interested bidders are to meet at DND Data Centre,
101 Goldenrod Driveway, Building 16, Tunney's Pasture, Ottawa,
Ontario.

Enquiries are to be made in writing and should be received no
less than five (5) calendar days prior to the closing date to
allow sufficient time to respond.
Pursuant to GC6 - Delays and Changes in Work of the General
Conditions, the resulting construction contract will include the
provisions for changes in the work at the request of the
Departmental Representative.

Bid Documents:
Standard terms and conditions for this procurement are
incorporated by reference into, and form part of, the bid and
contract documents. The standard documents are issued by Public
Works and Government Services Canada and may be viewed at the
following Website: http://sacc.pwgsc.gc.ca/sacc/index-e.jsp
Firms intending to submit bids on this project should obtain bid
documents through MERX at http://www.merx.com by stating the
Invitation to Tender number. The telephone number for MERX is
1-800-964-MERX (6379) all across Canada.

Amendments, when issued, will be available from MERX. Firms that
elect to base their bids on bid documents obtained from other
sources do so at their own risk and will be solely responsible
to inform the bid calling authority of their intention to bid.

Drawings and Specifications are available for viewing and
downloading in a Portable Document Format (PDF) or in a standard
paper version. Bidders should note that Attachment 1 (ATT 1)
contains the Drawings and Specifications Package (DSP) which
consist electronic PDF files organized in an industry recognized
directory structure.
