This Request for Expressions of Interest follows the General Procurement
Notice (5993-GPN-R1-40173) for this project which was published in EBRD
Procurement Opportunities on 14 August 2009.
"Georgian Railways" LLC (Hereafter GR) is implementing Tbilisi Railway
Bypass Project (the Project). The Project is to be implemented in
2010-2013 and it is anticipated that the Project will be co-financed by
the European Bank for Reconstruction and Development (EBRD), the European
Investment Bank (EIB) and GR. The project is in direct support of the
Tbilisi Municipal Government's City Development Plan. GR has applied for a
loan in the amount of up to EUR 250 million for a project to finance the
construction of a new railway bypass around the city of Tbilisi and the
redevelopment of an existing alignment in the centre of Tbilisi. The works
under the Project comprise the construction of the new railroad, buildings
and facilities in the northern part of the capital which be procured under
one works contract.
It is anticipated that the bulk of the works will comprise railroads,
buildings and facilities as follows:
a) Railway – I Category;
b) Gauge - 1520 mm;
c) Rail Track – new with concrete sleepers and rails of type R 65;
d) Power Supply and Traction – electric 3.3 kv. DC;
e) Gradient – 1.8 %;
f) Train weight – 3000 tons on the West-East direction and 3500 tons on
the East-West direction;
g) Telecommunication and Signaling;
h) Buildings - Depots for locomotives, and wagons, storehouses, stations,
buildings for operational staff
i) Artificial buildings – tunnels, bridges etc.;
The main objectives of the Consulting Services will be as follows;
- The Consultant will be required to undertake the duties of the Engineer
in the supervision of the works contract in accordance with the FIDIC
Conditions of Contract for Plant & Design-Build (the Yellow Book), First
Edition, 1999. The Engineer's duties shall be as assigned in the Contract,
subject to any powers retained by the Employer under the Particular
Conditions; and,
- The Consultant will be required to assist GR to administer the works
contract in accordance with the provisions of EBRD's Procurement Policies
and Rules (May 2009).
The Contract will be financed from Loan proceeds, so consulting firms from
any country are eligible for short listing and selection.
The proceeds of Bank's Loan will not be used for the purpose of any
payment to person or entities, or for any import of goods, if such payment
is prohibited by a decision of the United Nations Security Council taken
under Chapter VII of the Chapter of United Nations.
Interested consulting firms are hereby invited to submit an Expression of
Interest. A short list of qualified firms will be formally invited to
submit proposals following this invitation. It is currently envisaged that
the services will commence in early 2010.
In order to determine the capability and experience of consulting firms
seeking to be shortlisted, the information submitted shall include the
following:
> Company profile, organization and staffing;
> Details of experience or similar assignments undertaken in the last five
years for tunnels, rail track, railway bridges, signaling, blocking,
centralization facilities, buildings in accordance with the FIDIC Yellow
Book (or similar) conditions of contract (information submitted shall
include for each project, as a minimum, the following: project title,
contractual role of the firm, the presence of any affiliate or parent
companies and their respective roles, location, start and completion
dates, value, name of the Client, funding source, objectives and brief
narrative description of the project, functions and tasks carried out, and
written references where possible);
> Value of construction contracts supervised under FIDIC Yellow Book (or
similar) conditions of contract (information submitted shall include for
each project, as a minimum, the following: project title, location, start
and completion dates, value, name of the Client, funding source,
objectives and brief narrative description of the project, functions and
tasks carried out, and written references where possible); and,
> CVs of specialists who could be available to work on the assignment.
The above information should not exceed 50 pages excluding CVs.
Four copies of the above information in English should be submitted to the
address below in an envelope marked Expression of Interest for Works
Supervision for the Construction of Tbilisi Railway Bypass, for delivery
not later than 17:00 Hours (Georgia local time) on 04 December 2009.
