England is seeking separate expressions of interest from suitably
qualified and experienced organisations who wish to be considered for a
restricted procedure tender to contract for:
1) A "Swift" platform that enables the Bank to process incoming/outgoing
SWIFT messages either manually or automatically to/from internal Bank
systems.
2) An experienced organisation to assist the Bank with implementation of
that system (with user training) using formal project management methods.

TITLE: SWIFT platform
1) SHORT DESCRIPTION: The application will run on one of the Bank’s
strategic operating system platforms; Microsoft Windows Server 2003 or
2008, HP-UXV3 or Red Hat Linux V5. The hardware platforms are standard x86
or x64 Blade architecture (if Windows) or HP Itanium Blade (if HP-UX). If
a database component is included it should be either Oracle 10g or SQL
Server 2005. The application must be able to provide all of the following
SWIFT interface services - SWIFT FIN messaging, FIN Copy, RMA, Inter Act,
File Act, Euroclear UK and Ireland CREST DEX and ISO15022/20022. The
application must be able to provide manual message entry, message routing
and message monitoring. The application must provide a continuous service
through a resilient, and preferably load-balancing, architecture based
upon the architecture components detailed above. Evidence of your answers
to this will be assessed at a future stage.
