SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Home improvement agency services - Gloucestershire County.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Expressions of
interest are requested for this new contract that will provide a county
home improvement agency service. The service is being jointly procured by
a partnership of Gloucestershire County Council, Gloucestershire Primary
Care Trust and 6 District Councils.
The county service will encompass a number of service elements providing
maximum opportunity for the delivery of positive outcomes for service
users.
There are 5 service elements; support for choice, repairs and
improvements, major adaptations, handyperson services and working with
health professionals on intervention and prevention.
A list of approved contractors will be developed and maintained by the
service provider, in accordance with a jointly agreed approval process.
The contract start date is 1.10.2010 and will run for three years with the
option to extend for a further 2 years. The bids will be evaluated using
the following process:
Weighted price criteria:
The evaluation of this section will be against information included in the
pricing schedule.
Criteria percentage = 30 %.
Weighted service criteria:
The evaluation of this section will be against information included in the
submission form in response to the service specification and about the
implementation of the Service generally to include suitability under
financial standing, existing contracts and track record.
Criteria percentage = 40 %.
Weighted quality criteria:
The evaluation of this section will be against information included in the
Quality Assessment Framework (QAF) document. The requirement is that Level
C is met in each of the following criteria:
Criteria percentage = 30 %.
1. Assessment and support planning;
2. Security, health and safety;
3. Safeguarding and protection from abuse;
4. Fair Access, diversity and inclusion;
5. Client involvement and empowerment.
Length of contract: 3 years with an option to extend for a further 2
years.
Contract start: 1.10.2010.
Contract End: 31.10.2013 (2015 if extended for 2 further years).

Employment) Regulations 2006 (TUPE).
The attention of prospective providers is drawn to the Transfer of
Undertakings (Protection of Employment) Regulations 2006. Gloucestershire
County Council does not make any representations in relation to whether
TUPE will or will not apply to the service. Given that Gloucestershire
County Council will be neither the transferor nor the transferee of any
undertaking which transfers as a result of the above-mentioned contract
for a service for county home improvement agency services in
Gloucestershire, it is the responsibility of prospective providers to form
their own independent view as to the application of TUPE in this matter,
as well as seeking any necessary professional advice in relation thereto.
