This contract action was accomplished using other than competitive procedures because a statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically, Sole source awards under the 8(a) Program. Per FAR 6.302-5 a J&A is not required for this award.

RECOVERY -- PROJECT NUMBER 32152, REPLACE AND RELOCATE EXISTING WOMACK ARMY MEDICAL CENTER HELIPAD FOR PLACEMENT OF THE WARRIOR TRANSITION BARRACKS COMPLEX. This is not a solicitation and this notice is provided for information purposes only. The Mission Installation Contracting Command Center-Fort Bragg (MICCC-FB), Fort Bragg, North Carolina, 28310-5000 intends to issue an 8 (a) Sole Source, Firm Fixed Price, contract to WECC, Inc., 200 Dick Street, Fayetteville, North Carolina 28301-4705. The site work shall involve but not limited to the following: demolition of concrete curb and gutter; clearing and grubbing trees; constructing a limited use concrete helipad; asphalt shoulder, access road and storm drainage system; concrete curb and aggregate building pad; installing a prefabricated concrete building, signs, and access control gate; seeding and mulching disturbed areas and performing other appurtenances associated with the installation of a helipad. Also, electrical work shall involve but not limited to the following: removing and reinstalling the existing street lights; helipad CHAPI; electrical equipment and controls from the existing helipad electrical building as shown on the drawings; providing and installing the helipad lighting and wind cone and installing and rewiring all of the associated electrical and control distribution lines; and relocating electrical conduits and lines to accommodate the proposed facilities.

Pursuant to section 8 (a) of the Small Business Act (15 U.S.C. 637(a)), and in accordance with 13 CFR 124.1-1(c) and FAR 19.8. The Small Business Administration has accepted this requirement on behalf of WECC, Inc., 200 Dick Street, Fayetteville, North Carolina 28301-4705.
