This is a presolicitation notice for a Request for Quote (RFQ) for the removal and replacement of the entrance gate at Coast Guard Station Umpqua River located in Winchester Bay, OR. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-37. This solicitation incorporates the Davis-Bacon Act, FAR Clause 52.222-6 (Jul 05). Contractor is required to provide all supervision, labor, materials, equipment, transportation and incidentals to this project. This procurement is issued 100% small business set-aside. The North American Industrial Classification System (NAICS) Code is 238290 and the applicable size standard is $14.0 Million. All responsible small businesses may submit a quotation. This solicitation will not be issued in paper form. NO TELEPHONE OR WRITTEN REQUESTS WILL BE ACCEPTED FOR SOLICITATIONS OR POSTING STATUS. Solicitation documents may be accessed for download from the Federal Business Opportunities (FEDBIZOPS) website beginning on the date of issue (estimated to be on or about November 20, 2009 at the following site: https://www.fbo.gov. Any amendments issued to the solicitation will be posted on the website. Prospective quoters are responsible for checking the website for amendments up to the date and time of due (closing) date of December 17, 2009 2:00 P.M. Pacific Time for receipt of quotations. The technical data package (specifications and/or drawings) will only be available in FedBizOps. A plan holder�s list will not be available for this project. Vendors are encouraged to register their interest by entering their information in the Interested Vendors List (IVL) for this solicitation in FEDBIZOPS. The award of this solicitation is projected to be on or before January 6, 2010. Offers are due on December 17, 2009 2:00 P.M. Pacific Time. Offers shall be submitted either by mail to Commanding Officer, USCG Group-Air Station, 2000 Connecticut Ave., North Bend, OR 97459, ATTN: CWO Thad King/Contracting Officer or email to Thad.King@uscg.mil. Offers must provide at a minimum: (1) Completed Request for Quotation form (pages 1-2 of the solicitation package), (2) company name and address, point of contact and telephone number of the offeror; (3) price and discount terms, (4) DUNS Number, (5) Proof of registration in CCR, (6) Small Business Representations and Certifications OR proof of registration in Online Representations & Certification Application (ORCA) and other required FAR provisions.
