Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic,Charleston, SC intends to issue a commercial sole source contract to Simigon,Inc., 12001 Research Pkwy, Ste 236, Orlando, FL for the delivery of 14 LearningManagement Systems (LMS) Servers with the capability of supporting 3,000users. SPAWARSYSCEN Atlantic has unique training requirements in thefollowing key areas: (a) Offline capability - The majority of its end users areonboard submarines that have no connectivity to the shore based schools. (b)Embedded Simulation Based Training - The majority of its end users requiretraining on highly technical systems which require simulations in order toproperly train them. (c) Multi User limited access environment - There is abroad range of user types that need to be trained but that will have access tolimited training assets on board the submarines. In addition to these uniquerequirements of the training environment, we had to consider additionallearning management system (LMS)/learning content management sytem(LCMS) capabilities in support of our training content vendors. (d)CentralizedContent Management - Several vendors are being used in various geographicallocations which are using a variety of technologies and formats to generate ourtraining content. These vendors must all use a repository that can be centrallymanaged and all content formats must be seamlessly integrated under theLMS. Additionally, the following capabilities are required: (a) Unique deployment invarious locations including Offline / standalone support, (b) Simulationsupportin a Sharable Content Object Reference Model (SCORM) LMS, (c) Supporting abroad range of users types with limited training assets and hardware, (d)Supporting and managing multiple training content format and development inseveral locations. A Firm Fixed Price (FFP) type contract is anticipated. The applicable NorthAmerican Industry Classification System (NAICS) Code is 541519 and the sizestandard is $25 million.
