The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) is supporting the Federal Aviation Administration (FAA) with the Next Generation Air Transportation System (NextGen) initiative. The objective of this research is to put together separation assurance and collision avoidance, flow management, airspace and airport capacity, collaborative decision making, and disruption management. In combining high level models of each of these systems, great insight will be obtained regarding the key characteristics that drive airspace system efficiency and safety. The contractor shall employ the Meta-Solutions research approach to identify and analyze the decision-making relationships between the overarching system elements. The contractor will be required to develop an initial version of a system-of-systems model and a draft report that discusses the National Airspace System (NAS) Airspace Plan activities, data, technical methods and process deriving the system level metrics and findings. A detailed statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about December 4, 2009. The applicable North American Industry Classification System (NAICS) code for this requirement is 541990 and the small business size standard is $6.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP). NOTE: All contractors must be registered in Central Contractor Registration (CCR) in order to receive award from a DOT Agency. Contractors may access the site at http://www.ccr.gov to register and/or obtain information about the registration process. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted on-line through On-Line Representations and Certifications Application (ORCA). ORCA is a web based system that centralizes and standardizes the collection, storage and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the on-line provisions within the Representations and Certifications at https://orca.bpn.gov. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (Fedbizopps) website at the following address: http://www.fedbizopps.gov. Potential offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the Fedbizopps site. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
