VENDOR:  Presolicitation Notice

The Social Security Administration (SSA) has a requirement for a contractor to provide exhibit management services to include: storage, electronic inventory and request, shipment/transportation, and exhibit maintenance.  Currently, there are approximately 1,540 square feet of exhibit materials to be stored, inventoried, and maintained to support 85-100 conferences across the United States, in addition to field and headquarters events.  There are approximately 355 exhibits and related materials currently in inventory.  Exhibits include displays and storage cases, literature racks, counters, director chairs, banners, posters, artwork, table drapes, and electronic equipment.

SSA intends to issue a request for quotation (RFQ) to furnish all supplies and services necessary to fulfill this requirement on or about November 30, 2009.  SSA anticipates the award of one Firm-Fixed-Price Task Order (TO) based on an all-or-nothing basis.  The duration of the TO will be 60 months, which consists of a one-year base period, with four, one-year option periods; if exercised.

The SSA previously issued a Sources Sought Notice: https://www.fbo.gov/spg/SSA/DCFIAM/OAG/SSA-RFQ-10-1088/listing.html seeking small business concerns.  Consequently, this acquisition will be conducted pursuant to Federal Acquisition Regulation (FAR) Subpart 19.502-2 - Total Small Business Set-Aside.  As such, the CO anticipates using the policies unique to the acquisition of commercial items prescribed in FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation and award in FAR Part 13.  The North American Industry Classification System (NAICS) code that the government found to best suit this requirement is 493110.  The corresponding size standard for this NAICS code is $25.2 million.

The RFQ will be issued under solicitation number: SSA-RFQ-10-1088 (to search for the RFQ, search under No. 0155-10-1451, as the cited RFQ number was used to create the sources sought notice listed above.  FedBizOpps only allows the use of the number once).  The solicitation and any related documents for this acquisition will only be made available to interested parties through electronic media for downloading via the internet at Federal Business Opportunities (FedBizOpps) at http://fedbizopps.com.  No paper copies of this solicitation will be available.  Potential offerors shall be responsible for monitoring the internet site for release of the solicitation, amendments (if any), and responses to any questions submitted in accordance with the solicitation provisions.

NOTE: Offers received from other than small business sources will be deemed unacceptable and will not be considered.
