The Environmental Protection Agency (EPA) has a requirement to provide support to accomplish its mission and meet program goals with respect to homeland security and emergency management. These requirements support the following areas: (1) technical product development, including technical products, guidance and technical assessment; (2) exercise development and conduct support, including the development and implementation of emergency response exercises and training drills; (3) training and information management support, including the development of training, presentation and educational materials; (4) materials development, including the development of public information and outreach materials on issues related to emergency response and radiation protection; (5) program evaluation and logistical support, including the proposal, evaluation, documentation and characterization of internal performance information (e.g. PART and the Agency?s Core Emergency Response Evaluations); (6) policy, literature and document review, including the evaluation of technical products, guidance and technical assessments; and (7) quality assurance. EPA anticipates the award of a cost-plus-fixed-fee level of effort type contract with a potential total of 31,750 labor hours consisting of a base requirement of 3,600 labor hours plus 2,750 optional hours. In addition, the contract will allow for four (4) 12 month options for 3,600 basic and 2,750 optional hours each. A sixty (60) month period of performance is anticipated (12-month base period with four additional 12-month option periods). The action will be processed as a small business set aside. This is a follow-on to a task in Contract EP-D-05-002 with S. Cohen & Associates. The associated NAICS code is 541620 with a size standard of $7.0 million in average annual receipts over the preceding three fiscal years. DRAFT copies of the Statement of Work and Evaluation Criteria are posted on the Internet for information purposes at: http://www.epa.gov/oam/rtp_cmd. The solicitation is expected to be issued approximately 12/21/09. Proposals will be due approximately 30 days after issuance of the solicitation. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Telephone and fax requests will not be honored. All responsible sources may submit a proposal which shall be considered by the Agency. The Government is not obligated to award any contract as a result of this notice.
