NAICS Code:  511120 NOTICE OF INTENT SYNOPSIS:  The U.S. EPA's Office of Administration and Resources Management (OARM), Office of Acquisition Management (OAM) intends to award a sole source purchase order under FAR Part 13.5, Test Program for Certain Commercial Items, to the Bureau of National Affairs, Inc. (BNA) pursuant to FAR 6.302-1 under the North American Industry Classification System (NAICS) code 511120.  BNA will provide an electronic subscription to Agency users with desktop access to the BNA Daily Environment Report, Bureau of National Affairs on-line.  The BNA will provide access to BNA Daily Environment Report on-line via the Internet to four umbrella EPA Internet Protocol (IP) addresses that provide access to everyone.  As BNA is a unique provider of this subscription, it is in the Government's best interests to enter into a sole source agreement to obtain the services and products from BNA.  The Purchase Order is to be administered for the period 1 January 2010 through 31 December 2010.  This is a sole source procurement under the authority of 10 U>S>C> 2304 (c)(1) and FAR 6.302-1.  Only one responsible source and not other supplies or services will satisfy agency requirements.  All responsible sources that feel they should be considered qualified to provide the foregoing product may submit a response to this notice with 10-days of synopsis publication to Ms. Janet B. Bowman at bowman.janetb@epa.gov.  Information furnished shall include enough detailed documentation to allow the Government to perform a proper evaluation.  A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  A SOLICITATION WILL NOT BE ISSUED.
