The Naval Surface Warfare Center - Panama City Division, Panama City, Florida intends to solicit Norwesco of P. O. Box 439,4365 Steiner Street, St. Bonifacius, MN, 55375-0439, vendors/distributors for (Brand Name or Equal) nine-hundred (900) each p/n BB1000 Baffle Balls, three (3) each p/n 41875 Horizontal Leg Cases, and three (3) HD Elliptical Tanks p/n 40688. These tanks and baffle balls are specifically required for LCAC operations in the testing environment and testing operations because of the variety of crafting conditions achieved with these specific tanks and ballast balls. The intent of the process is to provide maximum reasonable assurance that the mission can be completed and an accident will not occur. Only these items provided by Norwesco have been approved for LCAC craft testing conditions and system use. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Therefore, there are no other sources that can satisfy this requirement.
