Assignment Description
The Global Environment Facility (GEF) provides grants to developing countries and countries with economies in transition for projects related to biodiversity, climate change, international waters, land degradation, the ozone layer, and persistent organic pollutants. Established in 1991, the GEF is today the largest funder of projects to improve the global environment. The GEF Evaluation Office is an independent evaluation entity within the GEF that reports directly to the GEF Council on monitoring and evaluation matters. The Annual Performance Report (APR) of the GEF Evaluation Office presents a detailed account of the performance of the GEF portfolio in terms of project results, processes that may affect project results, and monitoring and evaluation (M&E) arrangements in completed projects. It also presents the findings of the Evaluation Office’s oversight of project M&E activities across the GEF portfolio. As part of this assignment the selected consultant will be responsible for three major tasks: to prepare terminal evaluation reviews for 6 projects using the relevant guidelines of the Evaluation Office (15 days); to facilitate preparation of Management Action Records (MARs) – which track level of adoption of the GEF Council decisions by the relevant actors within the GEF partnership – and a chapter on MARs for inclusion in the APR (15 days); and, uploading of the terminal evaluations and review reports to the GEF Evaluation Office website (5 days).
Funding Source:
The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.
Eligibility: A Master's degree or higher.
Individual: The consultant should be an individual.
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Interested consultants are hereby invited to submit expressions of interest.
Notes: Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
