Assignment Title: Launch, management and development of the Indices of Social Development

Assignment Description
Over the past two years, the Social Development Department (SDV) has compiled a large database of social development indicators from a wide range of sources. These indicators are now aggregated into five composite indices of social development (ISD). There have been two motivations for this work: first, the research is seeking to fill a knowledge gap by providing better aggregate measures of social development than are currently available. The intention is that this work will generate debate and discussion about the measurement of social development outcomes. Second, the generation of these composite indices allows the estimation of levels of social development for a large range of countries, which will broaden the scope for cross-country analytical work on social development. The indices are now in the final stages of testing and are considered robust enough to serve as a resource for the research and development communities. The World Bank now seeks a partnership with an independent research institute to launch, manage and develop these indices further. The partner institute would be responsible for launching the indices and databases, disseminating the indices widely in academic and development communities of practice, demonstrating the value of indices such as this in measuring progress in attaining social development outcomes, and using the indices in applied research. The partnership would last for two years, during which time the institute would seek other sources of funds.

The World Bank intends to finance the assignment/services described below under a budget allocation for the Bank's administrative budget.
Eligibility: There are no eligibility restrictions.
Individual/Firm Profile: The consultant will be a firm or consortium.
Submission Requirements: The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
