Expression of Interest (EOI) forConsultancy Services for the Project:

(1) Preparation of Bid Documents,Evaluation Reports, & Contracts; Design Review; and Contract Supervision; (2) Establish RESP in serviceterritories

 

This Invitation for consultancy services follows the GeneralProcurement Notice for this Project that appeared in Development Business posted online on July 02, 2009 and in dgMarket on July01, 2009.

The Government of Yemen has received a Grant from theInternational Development Association (IDA), received a loan from the Islamic Development Bank (IsDB) and has also applied for aloan from Agence Françaisede Developpment (AFD) toward the cost of the Rural Energy Access Project (REAP), and intends to applypart of these finances for financing consulting services to be procured under the Project.

 The Ministry ofElectricity and Energy (MOE&E) invites eligible specialized consultancy firms to indicate their interest in providing theirservices.  Interested consultants must provide detailed information indicating that they arequalified to perform the services as briefly explained below.  These detailed informationshould include brochures, description of similar assignments undertaken during the last ten years (the list should include detailson contract data such as name of client, cost, status, experience in similar conditions, availability of appropriate skills amongstaff, etc)

The consultant will carry out all activities requiredfor:

(a)    design review and finalization including preparation ofbill of quantities, preparation of bid documents,     procurement processing including bidevaluation, preparation of contract documents, and contract supervision, and;(b)    establishment and development of independent,community owned Rural Electric Service Providers (RESPs) in each of the respective service territories accordingto existing legaland contractual frameworks.  This work will involve discussions with the communities anddeveloping appropriate utility structures and institutional operating guidelines including appropriate accounting, engineeringmanagement practices.Expressions of Interest are welcome from firms having qualifications and experience on one or both the aboveidentified fields. Firms with qualification and experience in one field are encouraged to associate with firms with qualificationsand experience in the other field. A decision will be made subsequently on how the Request for Proposal will befinalized.

 

The Project consist On-Grid Rural Electrification: TheNational RuralElectrification Strategy study has identified 27 service territories in twelve governorates for rural electricservice expansion and integration into the national grid.  The Project will finance thefirst phase of the on-grid program implementation that would include the creation of the service providers andthe networkdevelopment of selected service territories in rural areas as follows:  IsDB for threeservice territories in three governorates (Al-Dhale, Al-Hodeidah and Al-Baida) ; AFD for five service territories in fivegovernorates (Hajjah, Mahweet, Sanaá, Dhamar and Amran); and IDA for four service territories in four governorates (Ibb, Taiz,Abyan and Lahj). Investments include financing of the medium voltage transmission lines (at 33 kV and 11 kV), sub-stations,transformers, other distribution materials including meters, and related civil works.

The overall implementation period is five years.

Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the World Bank's Guidelines on Selectionand Employment of Consultants dated May 2004 revised October 1, 2006, based on their experience and qualification, consultants areencouraged to submit their interests for the above assignment.
