Overview:

UNDP-Iraq has planned as part of its Rule of Law (RoL) program in Iraq to procure court administration/operations management expertise in training and systems development. The primary purpose of the program is to support the Iraqi judicial institutions to strengthen their capacity with the ultimate goal of improving the rule of law for all Iraqi people.

The overall objective of this project component is to increase efficiency, effectiveness, and transparency of operational management of the HJC, pilot courts, and MoJ. These reforms will ultimately improve general public perceptions of the Ministry of Justice, the Higher Judicial Council and the three pilot courts and enhance rule of law in Iraq. This project component will also develop a system to gather data, through the courts, on violence against women – data that will be used to develop strategies to reduce violence against women.

In this connection, UNDP-Iraq is calling for Expressions of Interest from experienced reputable Firms for submitting their Proposals to provide the abovementioned scope of services.

The scope of work shall include:
1. Needed assessment report
2. Training plan for pilot courts, HJC, MoJ.
3. Plan for implementation of pilot court management departments
4. Implementation of pilot court management departments
5. Plan and Implementation of MoJ management department
6. Design for a court reporting system
7. Implementation of the court reporting system in the three pilot courts
8. Input into case management system design and implementation process
9. Input into design and implementation of database on violence against women
10. List of specification for needed equipment &infrastructure of the pilot courts.

The RFP shall be available up to not later than 05 October, 2009.
