1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 708 dated 16 August 2007.
2. The Bosnia and Herzegovina has received a credit from the International Development Association toward the cost of Agriculture and Rural Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of IT and Communication Equipment for the Sector for Agriculture, Food, Forestry and Rural Development under MoFTER, BA-ARDP-4325BOS-ICB-BL-G-09-075.
3. The Agriculture Project Coordination Unit of Ministry of Agriculture, Forestry and Water Management of Republika Srpska now invites sealed bids from eligible and qualified bidders for Procurement of Procurement of IT and Communication Equipment for the Bosnia and Herzegovina MoFTER. Prices quoted for each Lot shall correspond to 100 % of the quantities specified.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Ministry of Agriculture, Forestry and Water, Project Coordination Unit, Mr. Stevan Raonic and inspect the Bidding Documents at the address given below from Monday to Friday between 9:00AM to 3:00 PM local time.
6. Qualifications requirements include: experience and past performance on similar contracts and financial and technical strength of the Bidder. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 100 EUR or equivalent amount in Bosnian Marks (BAM). The exchange rate to be applied is the selling exchange rate from the list of the Central Bank of Bosnia and Herzegovina, prevailing on the day of payment. The Bidding Documents will be sent by courier at the address indicated by the bidder.
8. Bids must be delivered to the address below at or before 13:00 o’clock local time on January 11, 2010. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 13:15 o’clock, January 11, 2010. All bids must be accompanied by a Bid Security in amount of EUR 10,000 for LOT 1, and EUR 1,000 for LOT 2 or an equivalent amount in a freely convertible currency.
