Request for Expressions of Interest


The Private Enterprise Partnerships for Africa (PEP Africa) intends to finance the assignment:

An Ex-Poste evaluation of the International Finance Corporation (IFC)‘s Advisory Services Arm known as “Private Enterprise Partnerships for Africa (PEP Africa)”.

This evaluation is to be conducted to inform IFC and PEP Africa management, its partners and stakeholders on progress made thus far in the implementation of IFC PEP Africa programs and provide lessons and direction to plan the way forward towards the facility’s next five year cycle.

PEP Africa seeks to develop the private sector in Sub Sahara African countries through Advisory Service interventions (or “Programs”) which support the development of Micro-, Small- and Medium-Enterprises (MSMEs), the Financial Sector, Investment Climate and Institutional Infrastructure of beneficiary countries.
Programs are typically of 2-3 years duration and staffed by locally-hired professionals. Where the specific expertise is not available locally, professionals from partner organizations and independent consultants have been used as short-term consultants (STCs) to lead and manage programs.
By the end of June 2009, PEP Africa had a portfolio of 86 programs in 26 Sub-Saharan African countries including 12 multi-country programs classified as Regional Programs.
The key outcome of this evaluation will be an assessment of the nature and extent of PEP Africa’s results and reach in the first five-years of its existence. It is expected that the evaluation will entail a thorough review of background materials relevant to the start up and ongoing delivery of PEP Africa’s programs, interviews (in-person and by telephone), focus group sessions, surveys, secondary data analysis, literature reviews and field visits.
The key deliverable will be an Evaluation Report and Stakeholders’ Workshop(s) to disseminate the findings, obtain appropriate buy-in and incorporate feedback.
The evaluation is to be initiated in December, 2009 and completed by the end of May, 2010.

PEP Africa now invites eligible consultants to indicate their interest in providing their services by submitting a response to this Request for Expressions of Interest (REOI). Please note that Consulting Firms may associate with other interested firms or individuals to enhance their qualifications. Firms that have been determined to be qualified through the evaluated results of this first stage may be invited to submit proposals for the Request for Proposals (RFP) that will be issued at a later date.

Interested consultants must provide the following information that will indicate that they are qualified to perform the services:
• Provide information on your expertise and experience with any prior similar assignments; experience in similar conditions; availability of appropriate skills among staff, etc.
• Demonstrate a capability to meet the World Bank Group’s Vendor Eligibility Criteria as found on www.worldbank.org/corporateprocurement .
• Please note that Marketing Brochures should only be provided as attachments and will not be considered as a substitute for written responses. Elaborate artwork is not required or encouraged.
Responses must be delivered to the below mentioned personnel by e-mail no later than 1700 GMT on 30th November 2009 and shall not exceed five (5) pages. If the submitted response exceeds 5 pages, IFC reserves the right to read only the first 5 pages
By responding to this REOI, you are confirming compliance with the World Bank Group Procurement Policy.

The responses will be reviewed and those consultants deemed best qualified in IFC’s judgment will be short-listed according to the following criteria:

The following qualifications are desirable:

1) At least one member of the team should be a member in good standing, of an Internationally recognized Evaluation Society or Association Must have a team of consultants that would be able communicate effectively in English, French and Portuguese
2) One or more team member with prior experience working within an International Development Organization, preferably the World Bank Group or equivalent, in Sub-Saharan Africa
3) Team Leader has prior experience undertaking similar evaluations


The following qualifications are mandatory:

1) Team Leader must be available for the duration of the assignment
2) Must be a firm or consortium of consultants able travel to, and work in English, French and Portuguese-speaking locations within Sub-Saharan Africa
3) Successful completion of at least 3 similar evaluations of International Development Organizations in Sub-Saharan Africa
4) At least 10 years experience undertaking similar evaluations
IFC reserves the right to limit the number of qualified firms shortlisted for efficiency. IFC reserves the right to verify any information provided, or to request additional information after REOI packages are received. IFC reserves the right to proceed, or to not proceed, with issuing an RFP. IFC reserves the right to modify the scope of work for the RFP as necessary to meet Project requirements.

All data and information received from IFC for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written notice of IFC.
