County Council is looking to appoint an organisation who can take
responsibility for the management and delivery of IT functions.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: It is anticipated that the successful
supplier(s) will be responsible for:
— Desktop services,
— Data Centre Hosting,
— Voice and Data Networks and telephony (mixed estate including mobile),
— Geographic scope – all West Sussex County Council sites (including
Schools).
The Council may consider including applications post rationalisation.
The Council may be interested in discussing the provision of IT service
desk with the successful supplier(s) during the lifetime of the contract.
The Council may be interested in procuring additional IT delivery and
implementation resource / services throughout the life of the contract.
Other public bodies within and in the areas surrounding West Sussex
County, including Sussex Police and the District and Borough Authorities
of West Sussex (e.g. Adur District, Crawley Borough, Arun District,
Horsham District, Chichester District, Mid Sussex District and Worthing
Borough) may be interested in the provision of services through this
contract during the term of the contact. This would amount to a potential
of 4 000 000 GBP per annum of the max price listed below.
Estimated value excluding VAT:

SECTION IV: PROCEDURE

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Suppliers will be expected to deliver
services that demonstrate a Best Value approach.
There will be a suppliers briefing day held in West Sussex on the
17.12.2009.
Public Liability Insurance, Employers’ Liability Insurance and
Professional Indemnity Insurance, each to a minimum of 10 000 000 GBP will
be required.
West Sussex County Council is a Public Authority within the meaning of the
Freedom of Information Act 2000 and all correspondence received will be
dealt with in accordance with the Act.
The County Council will enter into the contract for itself and on behalf
of other public bodies which are, contracting authorities, within the
meaning of the Public Contracts Regulations 2006 and which exist or are
established or otherwise exercise some or all of their statutory functions
within and in the areas surrounding West Sussex County, including Sussex
Police and the District and Borough Authorities of West Sussex (e.g. Adur
District, Crawley Borough, Arun District, Horsham District, Chichester
District, Mid Sussex District and Worthing Borough), at the date of this
Agreement (the Relevant Public Bodies), and any such Relevant Public Body
shall be entitled, with the prior written consent of the County Council,
to access and use the contract on the same or substantially the same terms
and conditions as agreed with the County Council.
The contract is for a maximum of 10 years subject to performance.
The Contracting Authority intends to use an eTendering system, but only
for the publication of documentation in this procurement exercise. URL:

the total length of contract over a max of 10 years, the minimum price
would be 60 000 000 GBP and the maximum price would be 140 000 000 GBP, of
which 40 000 000 GBP would be from the other public bodies.
Range: between 60 000 000 and 140 000 000.
