II.2.1) Total quantity or scope: The Framework will initially be tendered
for the provision of services to Solihull MBC, with interest expressed by
Stratford on Avon and North Warwickshire however the framework may
potentially be utilised by any local authority or other public sector body
within the West Midlands.
Estimated value excluding VAT:
Range: between 100 000 and 10 000 000 GBP.

Description of these options: The initial call-off under framework will be
for 2 years with the option to extend for a further 2 years. The total
duration of the framework will be 4 years. Other call-offs made under this
framework by other authorities or public sector bodies may differ in
duration.

VI.3) ADDITIONAL INFORMATION: Supplier/contractors must allow other
public sector/partnerships to use any framework awarded as a result of
this opportunity.
The framework is for a period of four years with Solihull MBC's initial
framework call-off period being for 2 years with options to extend for 2 x
1 Years.
Solihull MBC will incorporate a minimum 10 calendar day standstill period
at the point information on the award of the contract is communicated to
tenderers or PQQ responses. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested from the address
in section I.1.
If an appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the high court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within 3
months). Where a contract has not been entered into the court may order
the settling aside of the award decision or order the authority to amend
any document and may award damages. If the contract has been entered into
the court may only award damages.
Please note the value of this framework agreement is subject to the number
of participating authorities and other public bodies within the West
Midlands and therefore could increase significantly over the course of the
agreement. A minimum value of 100 000 GBP is anticipated with the
potential for up to 10 000 000 GBP dependant upon regional uptake.
