II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The Council wishes to engage a suitably qualified and
experienced contractor to treat around 40 000 tonnes per annum of residual
waste that has been processed through an existing Mechanical Biological
Treatment facility. The duration of the contract is expected to be in the
region of 30 years.

II.7) ADDITIONAL INFORMATION: Newcastle upon Tyne is the regional capital
of the North-East of England and is a major cultural and commercial
centre. The City has a population of around 270 000 people and around 122
000 households. In 2008/9, Newcastle City Council managed 163 000 tonnes
of municipal solid waste.
The City Council wishes to engage a suitably qualified and experienced
contractor to treat around 40 000 tonnes per annum of residual waste that
has been processed through an existing Mechanical Biological Treatment
facility. The Council has ruled out mass burn incineration. An alternative
innovative solution is needed to meet its landfill reduction targets. The
duration of the contract is expected to be in the region of 30 years. The
Council is willing to consider proposals from prospective contractors
which depend on their existing facilities or facilities which are to be
developed in the future. However, the contractor must be able to commence
the delivery of the services under the contract by 2015/16.
The City Council is hosting a Market Awareness Day on 14.1.2010 at the
Civic Centre in Newcastle. Potential contractors are strongly encouraged
to attend. The event will provide an invaluable insight to the Council’s
requirements and give an opportunity for the industry to comment on the
proposed procurement.

The City Council will continue to engage with and inform the market prior
to the issue of an OJEU Contract Notice relating to the Residual Waste
Treatment Contract.
Please note that this notice has been issued by the Council purely as a
notification to potential contractors that the Council is considering
procuring this service and as a market sounding exercise. Any procurement
of waste management services by the Council will be carried out strictly
in accordance with the Environmental Protection Act 1990 and the Public
Contracts Regulations 2006.
Potential contractors must note that a response to this notice does not
guarantee an invitation to participate in.
This or any future procurement that the Council may conduct, nor that the
Council will procure any such services or accept any proposals offered.
