SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The British
Library requires, as part of the ongoing rationalisation of its London
business requirements, to develop and construct a new high density
automated newspaper storage facility at its Boston Spa campus in West
Yorkshire to follow on from the recently completed automated book storage
project. As part of this aim, the Library is now seeking expressions of
interest from a limited number of appropriately qualified and experienced
contractors to provide a high bay, high density automated storage
building.
The scope of Works is the design and construction of a High Density
Newspaper Storage Building approximately 25 metres high that will
accommodate an integrated materials handling system (let as a separate
concurrent contract) for the storage and retrieval of British Library
collection material.
The likely Scope of Works is as follows:
Building and civil engineering construction.
Mechanical, electrical and plumbing services.
Air tight building having a controlled.
Environment and reduced oxygen fire prevention system or the potential to
retrofit these systems in the future.
External works, utility services and landscaping.
Full commissioning and testing of the Works, both prior to and following
installation of the materials handling system.
The estimated cost range is between 11 000 000 GBP to 13 000 000 GBP.

made in England and according to English Law. Interested parties must

VI.4) PROCEDURES FOR APPEAL
VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: This authority will incorporate a minimum 10 calendar day
standstill period at the point of information on the award of the contract
is communicated to tenderers. This period allows unsucessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two working days from notification of the
award decision to request additional debriefing and that information has
to be provided a minimum of 3 working days before expiry of the standstill
period. Such additional information should be requested via this
e-Tendering system. If an appeal regarding the award of a contract has not
been resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provide
for aggrieved parties who have been harmed or are at risk of harm by a
breach of the rules to take action in the High Court (England, Wales and
Northern Ireland). Any such action must be brought promply (generally
within 3 months). Where a contract has not been entered into the court may
order the setting aside of the award decision or order the authority to
amend any document and may award damages. If the contract has been entered
into the court may only award damages.
