II.1.4) Short description of the contract or purchase(s): Derbyshire
County Council, working in partnership with Derbyshire County Primary Care
Trust, is seeking to re-tender its Integrated Community Equipment Service.
The service provider will be responsible for the purchase, storage,
delivery, collection and maintenance of specified equipment to meet the
needs of disabled Derbyshire residents. The provision model underpinning
the service will be one where the commissioners buy equipment from the
provider and then recieve a credit for equipment which can be recycled
following collection. The current service undertakes some 55 000
activities a year.
The successful tenderer will need to demonstrate not only that they have
considerable experience of providing similar services, but also that they
are able to support commissioners in ensuring that the new service is
responsive to the Government's transformation agenda.

VI.3.1) Body responsible for appeal procedures: Derbyshire County
Council, County Hall, UK-Matlock DE4 3AG.
VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: Derbyshire County Council will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the contract is entered into. Applicants have 2 working days from
notification of the award decision to request additional debriefing and
that information has to be provided a minimum 3 working days before the
expiry of the standstill period. Such additional information should be
required from the County Procurement Officer.
If an appeal regarding the award of the contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI2006 No 5) provide for
aggrieved parties who have been harmed or are at a risk of harm by a
breach of the rules to take action in the High Court (England, Wales and
Northern Ireland). Any such action must be brought promptly (generally
within 3 months). Where a contract has not been entered into the Court may
only award damages. If the contract has been entered into the Court may
only award damages.
