The United States Department of Veterans Affairs ("VA") under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. 8161 - 8169), is seeking "expressions of interest" from bidders interested in a development opportunity to provide irrigation water to the Riverside National Cemetery in exchange for approximately 40 acres of available unimproved land. This will be accomplished through a long-term out-lease of a currently underutilized 40 acre parcel of VA land located on the southeast corner of campus adjacent to the Western Municipal Water District treatment plant to be used as a detention pond to accommodate run off water flows from the community. Through this EUL authority, VA can offer a long-term use of assets (up to 75 years) in order to accommodate the scope of the project. In return for VA's outleasing of the property, the developer/lessee would be solely responsible for providing irrigation water to the Riverside National Cemetery. BACKGROUND Riverside National Cemetery is the third-largest cemetery managed by the National Cemetery Administration, and since 2000 has been the most active in the system based on the number of interments. It was established in 1976 through the transfer of 740 acres from March Air Force Base, which during World War II was called the U.S. Army's Camp William G. Haan. The cemetery was dedicated and opened for burials Nov. 11, 1978. An additional 181 acres was transferred by the Air Force in 2003. The dramatic, meandering landscape features a central boulevard with memorial circles, lakes, indigenous-styled committal shelters, and a memorial amphitheater. SPONSOR/APPLICANT ELIGIBILITY VA is seeking qualified entity capable of providing water to the Riverside National Cemetery. LOCATION OF PROPERTY The 40 acre underutilized (vacant) parcel is in the southeastern part of the Riverside National Cemetery adjacent to the Western al District treatment plant. . Expressions of interest should be submitted on official letterhead, must include a point of contact and the signature of at least one organization officer. Expressions of interest submitted via email may be included as an attachment and followed by a hard copy mailed to Jay Halpern, Department of Veterans Affairs, Office of Asset and Enterprise Management (044C), 810 Vermont Avenue, NW, Washington, DC 20420. Expressions of interest are due Friday December the 4th by 4PM.
