This is a sources sought for a competitive 8(a) Procurement. Competition for this procurement is limited to eligible 8(a) firms with bona fide offices located in Small Business Administration District seven (which includes Nebraska, Missouri, Iowa, and Kansas). All other firms are ineligible to submit offers. The applicable North American Industry Classification System (NAICS) code for the acquisition is 236220 with a small business size standard of $33,500,000.00. Note: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Recommend registering immediately in order to be eligible for timely award.

Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, and all else necessary to complete the Simplified Acquisition of Base Engineering Requirements (SABER) contract at Offutt AFB NE 68113. This will be a firm fixed price indefinite delivery, indefinite quantity (IDIQ) contract for estimating (design) and construction efforts at Offutt AFB, NE.

All work shall be in strict compliance with the specifications of the contract and specifications and drawings for each delivery order. The guaranteed minimum is $50,000.00 and the maximum ordering limitation is $45,000,000.00 over the life of the contract. The minimum amount per delivery order is $2,000.00 and the anticipated maximum per delivery order could exceed $ 750,000.00.

The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. Past Performance is significantly more important than price.

Any potential qualifying 8(a) firm interested in participating in this acquisition should submit a capability package identifying they meet the eligibility requirements and have experience in support of real property maintenance repair, alteration and/or new construction to include carpentry, concrete, excavating, interior electrical, steam fitting plumbing, sheet metal, painting, demolition, concrete masonry, and welding.
