SOURCES SOUGHT: This is a Sources Sought notice wherein the National Park Service, Alaska Regional Office, 240 W. 5th Ave, Anchorage, Alaska 99501 is seeking to identify potential sources, i.e., certified HUBZone Small Business concerns or Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns who are interested in submitting a proposal for a potential project as described below. This Sources Sought is not an issuance of a solicitation or a request for proposal and the information presented in this announcement will not obligate the National Park Service in any manner, nor shall it result in any claim for reimbursement of costs for any effort you expend in responding to this request. All information provided to the Government will become the property of the Government and will not be returned. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a set-aside either competitive or sole-source or of any guarantee of award or particular acquisition strategy developed. DESCRIPTION (SYNOPSIS) OF WORK CONTEMPLATED UNDER THIS PROJECT: The contractor shall provide all the needed labor, equipment, materials, and services to plan, manage, perform and document all activities necessary in association with the project. In general terms, the work includes the demolition of existing chemical toilets and related piping infrastructure; installation of three, four-fixture vault toilet buildings and one building which includes four vault toilets, a five-fixture urinal, a storage room and a future generator room. The work also includes deck replacement, site grading, and site revegetation. This description is not all inclusive and is intended only as a broad, general description. The site location is Teklanika Rest Stop Area of Denali National Park & Preserve, located in Alaska. Denali National Park &Preserve is located at Milepost 237 of the George Parks Highway, approximately 120 miles south of Fairbanks and 250 miles north of Anchorage, Alaska. The Teklanika Rest Stop Area is located on the Park Road approximately thirty miles from the intersection of the Park road with the George Parks Highway. The magnitude of this project is estimated between $1,000,000 and $5,000,000. The 2007 NAICS code for this project is 236220. CONTRACTOR SUBMISSIONS: We are requesting that all interested and qualified certified HUBZone concerns and SDVOSB concerns respond to this sources sought notice with a capability statement similar to marketing packages used in the everyday course of doing business. Please include in your package the business name of your company, address, DUNS number, socio-economic classification (i.e., HUBZone and/or SDVOSB, including a copy of the certificate issued by the SBA on qualification as a certified HUBZone). The government will utilize the following information in determining acquisition strategy: 1) Summarize how your company is uniquely capable of and qualified to handle a project similar to the project described above. 2) Summarize projects (please limit to 3 projects) similar to the project outlined above. The list of relevant projects may include names of the project team members and firm, owner point of contact (contracting officer and contracting officer's representative) with titles, phone and fax numbers, project scope, type of contract, project safety record, original field work schedule and cost vs. final schedule and cost, and unique characteristics encountered within the execution of the project and approaches taken to minimize impacts. 3) Provide information to demonstrate the company's dedication, and proactive approach to safety. 4) Provide the resumes of key individuals who could be assigned to the proposed project, such as the onsite Superintendent, Quality Control Supervisor, Safety Representative and Project Manager. 5) Provide your company's bonding capacity (per contract and aggregate) and a positive statement of your company's intent to submit an offer for the solicitation (if issued) as the prime contractor. The capability statement must be submitted in written format. U.S. Mail is the preferred method of receipt for the capability statement and can be sent to Department of the Interior, National Park Service, Alaska Regional Office, Attn: AKRO-APM (Ms. Tamela Perry). The capability statement must be received no later than 4:30 p.m. (Alaska Standard Time), December 15th 2009. No solicitation is currently available.
