The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, Texas, intends to issue solicitation RFQP06021000002 for the provision of providing a Parenting Program at the Federal Correctional Institution Dublin, California. The contractor must provide a Parenting Program to inmates in a correctional setting. The program shall support the development and maintenance of positive relationships between inmates, their spouses or custodial parents and their children. In space provided by FCI Dublin the contractor shall structure programs which provide an opportunity for inmate parents, visiting spouses or custodial parents and children to interact in ways designated to strengthen family relationships. The contractor must have classroom testing experience and be an experienced provider of social services. Most hold a Bachelor's degree in Education of Social Work or Early Childhood Development. It is estimated the contract will include 50 weeks of Parenting Program @ 8 hours per week per contract year. A session will be defined as one hour. Estimated total sessions per year is 100. The contract period shall consist of one 12-month base year and four 12-month option periods for renewal. The solicitation will be available on or about December 1, 2009, and will be distributed solely through the website at www.fedbizopps.gov. All future information concerning the acquisition, including solicitation amendments will be distributed through the website. The anticipated receipt of quotes is December 22, 2009. The NAICS code is 611710 with a size standard of $7,000,000. All responsible small business concerns may submit a quote which will be considered. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. Faith-Based and Community Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible.
