Assignment Overview

Assignment Title: Design and Preparation of the Student Learning Assessment Subcomponent for the General Education Quality Improvement Program

Assignment Country: Ethiopia

Assignment Description

Under this assignment, the Consultant will draw on existing reports and data (including the Concept Note which was drafted by the Ministry of Education), as well as new data collected through interviews and field trips, in order to (a) produce a detailed and evidence-based review of the status of learning assessment activity in Ethiopia and (b) prepare a strategic set of activities for moving forward; including an implementation plan for the proposed learning assessment subcomponent.

Funding Source:

The World Bank intends to finance the assignment/services described below under a trust fund from the READ ETHIOPIA - FIRST PHASE.

Eligibility:
This consultancy requires the services of a firm, specialized in learning assessment.  The firm should have at least 3 years of direct and successful experience in the design and implementation of student assessment programs in both developed and developing countries, especially in Africa.


The firm should have relevant experience, qualified staff and other necessary resources in order to plan and carry out the required consultant services.


The contractor must have the administrative capacity and expertise to provide continuous and intensive technical assistance in a wide range of issues related to the design and implementation of student assessment. 


The contractor team will consist of at least two key staff.  Summarized responsibilities and qualifications for these key staff will be indicated in the Terms of Reference. 

Individual/Firm Profile:
The consultant will be a firm or consortium.

Submission Requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Consultants may associate to enhance their qualifications.

Interested consultants are hereby invited to submit expressions of interest.

Expressions of Interest should be submitted, in English, electronically through World Bank Group eConsultant http://www.worldbank.org/wbgeconsultant.

Notes:
Consultants will be selected in accordance with the procedures set out in the current edition of the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers.

Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding.
