REQUEST FOR EXPRESSION OF INTEREST

The countries of the Nile Equatorial Lakes Subsidiary Action Program (NELSAP) of the Nile Basin Initiative have identified a number of projects to promote poverty alleviation, economic growth, and the reversal of environmental degradation in the region. The Kagera River Basin Management Project (hereafter referred to as “Kagera Project”) is one of three river basin management projects implemented under the NELSAP. Others include the Mara River Basin Management Project and the Sio-Malaba-Malakisi River Basin Management Project. The Kagera region is characterized by low productive peasant agriculture endemic poverty; extensive land degradation caused by population pressure and deforestation and increasing water scarcity. Water scarcity is one of the major issues facing the Kagera River Basin and the situation is expected to get worse as the population increases and as demand by the different water use sectors out-matches the existing supply. In order to address these challenges, both structural and non structural measures to improve water security through increased storage for multi-purpose use in the sub basin are required.

The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) (hereafter referred to as “Borrower”) has received grant financing (hereinafter called “grant”) from the World Bank Nile Basin Trust Fund toward the preparation of a strategic portfolio of regional water infrastructure investment projects in the Kagera river basin and intends to apply part of the proceeds of this grant to payments for undertaking Feasibility studies for a Multi-Purpose Storage Reservoirs in the Kagera River Basin. This will form the basis for selection of sites for subsequent preparation study.

The services include identification of priority sites for development of multipurpose storage reservoirs; and selection of appropriate sites on which further studies will be conducted. The assignment will also include preparation of the Terms of Reference (TOR) for the subsequent preparation study for the selected sites and institutional analysis and financial analysis. The scope calls for competencies in water resources/ reservoir development, GIS and remote sensing, topographical surveys, water resources modeling; hydropower engineering, geotechnical engineering; irrigation engineering, hydraulic engineering, financial and economic investment appraisal; social and environmental assessments, institutional analysis and investment program/ project preparation. The estimated implementation period is ten (10) months.

The Borrower through the Kagera Project now invites eligible consultants to indicate their interest in providing the described services. Interested consultants must provide information indicating that they are qualified to perform the services (Profile of their company inclusive of legal status, brochures, description of similar assignments, experience in similar conditions and assignments, general qualifications and appropriate skills among key staff, and so forth). Consultants may associate to enhance their qualifications.

Consultants will be shortlisted in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised in 2006). Interested consultants may obtain further information at the address below during working hours 09.00 to 17.00 hrs, Monday to Friday.

Expressions of Interest should be submitted not later than 10:00 am on Tuesday, December 22nd, 2009. Late submissions will not be accepted and only short-listed consultants shall be issued with the Request for Proposal (RfP) documents
