Bidding will be conducted through open competitive bidding procedures in accordance with the Revised Implementing Rules and Regulations of Republic Act No. 9184 . .

To bid for the contract, a contractor must submit a Letter of Intent (LOI) and must meet the following major criteria: (a) prior registration with DPWH, (b) Filipino citizen or 75% Filipino-owned partnership, corporation, cooperative or joint venture with PCAB license applicable to the type and cost of this contract, (c) completion of a similar contract costing at least 50% of ABC within a period of ten (10) years, and (d) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment for at least equal to 10% of the ABC. The BAC will use non-discretionary pass/fail criteria in the eligibility check and preliminary examination of bids.

The significant times and deadlines of procurement activities are shown below:

1. Receipt of LOIs from Prospective Bidders Deadline: November 17, 2009 -

2. Issuance of Bidding Documents to registered contractors November 17 - Dec. 01 , 2009
4. Pre-Bid Conference November 24, 2009
5. Receipt of Bids: Deadline: December 07, 2009
until 2:00 P.M.
6. Opening of Bids December 07, 2009
after 2:00 P.M.

Unregistered contractors, however, shall submit their applications for registration, to the DPWH - POCW Central Office before the deadline set for the receipt of LOI's. The DPWH POCW-Central Office will only process contractor's applications, with complete requirements, for registration and to be issued the Contractor's Certificate of Registration (CRC) .






Prospective bidders shall submit their duly accomplished forms as specified in the Bidding Documents (BD'S) in two (2) separate sealed bid envelopes to the BAC Chairman, DPWH-Laguna II DEO, Brgy. Bambang, Los Banos, Laguna . The first envelope shall contain the technical component of the bid including the eligibility requirements. The second envelope shall contain the financial component of the bid. Contract will be awarded to the Lowest Calculated Responsive Bid as determined in the bid evaluation and post-qualification..

Prospective bidders may download the Registration from the DPWH website www.dpwh.gov.ph. The BAC will issue hard copies of Bid Documents at DPWH-Laguna II DEO, Los Banos, Laguna, upon payment of a non-refundable fee for LOI form and Bidding Documents. Bidders that will download the BD's from the DPWH website shall pay the said fees on or before the submission of bids. All bids must be accompanied by a bid security in any acceptable forms in the amount stated in Section 27.2 of the Revised IRR.

Interested contractors are also required to present the originals of their PCAB License and Contractor's Registration Certificate to the BAC for authentication.

The DPWH-Laguna II District Engineering Office reserves the right to accept or reject any bid and to annul the bidding process anytime before Contract award, without incurring any liability to the affected bidders.
