Section I
INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
FOR THE PROJECT: PROCUREMENT OF COMPUTERS AND LAPTOPS

1. PHILIPPINE SCIENCE HIGH SCHOOL (PSHS) MAIN CAMPUS intends to apply the amount of ONE MILLION NINE HUNDRED THOUSAND PESOS (PHP 1,900,000.00) being the Approved Budget for the Contract (ABC) to payment of the contract for the PROJECT: PROCUREMENT OF COMPUTERS AND LAPTOPS) for the PSHS Main Campus. Bids in excess of the ABC shall automatically be rejected at the bid opening.

2. PSHS Main Campus now invites sealed bids from eligible bidders for the project: PROCUREMENT COMPUTERS AND LAPTOPS for the PSHS Main Campus. The description of an eligible bidder is contained in Section II of the bid documents, Instructions to Bidders (ITB).

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the IRR Part A (IRR-A) of Republic Act No. 9184 (RA 9184), otherwise known as the Government Procurement Reform Act. Only bids from bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bid Documents, ITB. The bidder with the lowest calculated bid (LCB) shall advance to the post qualification stage in order to finally determine his responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated and Responsive Bidder (LCRB) who was determined as such during the post-qualification procedure.

4. Interested Bidders may obtain further information from PSHS Main at the address given below on November 18-24, 2009 from 9:00 a.m. to 3:00 p.m.. A complete set of bid documents may be purchased by interested bidders from the address below and upon payment of a non-refundable fee in the amount of PHP 2,000.00.

5. The PSHS Main Campus Bids and Awards Committee (BAC) will hold a Pre-bid Conference, open to all interested parties on November 25, 2009 at 12:00 Noon at the following venue: ASTB Conference Room, PSHS Main Campus, Agham Road, Diliman, Quezon City. Only those who purchased the bid documents as certified by the BAC secretariat will be allowed to attend and participate in the Pre-bid Conference.

6. Bids and eligibility requirements must be delivered to the address below at or before December 4, 2009 at 12:00 Noon. All bids must be accompanied by a Bid Security in the form of cash, cashier's check/manager's check, (2% (of ABC) in the amount of 38,000.00, Bank guarantee/ draft or irrevocable Letter of Credit issued by a universal/commercial bank (2% of ABC) in the amount of PHP 38,000.00, or surety bond callable upon demand (5% of ABC) in favor of the PSHS Main Campus in the amount of PHP 95,000.00 from the GSIS or any bonding companies accredited by the Insurance Commission. Late bids shall not be accepted.

7. Bid opening shall be on December 4, 2009 at 12:00 Noon at the ASTB Conference Room, PSHS Main Campus. Bids will be opened in the presence of Bidders' representatives who choose to attend at the address below.

8. The PSHS Main Campus reserves the right to accept or reject any bid, and to annul the bidding process and reject all Bids at any time prior to the contract award, without thereby incurring any liability to the affected Bidder or Bidders.
