SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting entity:
Running "Post i Butikk" (PiB).
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.
Service category: No 27.
Main place of performance: The whole of Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The following
is a provisional, overall description. A more detailed description,
including the requirements and terms, will be in the tender documents.
The aim of the procurement:
The awarding authority's aim with this procurement is to find partners for
running Post i Butikk (Post Office in Shops) and to achieve considerable
savings in the short and long term in the running of Post i Butikk.
The procurement's content and extent:
The awarding authority shall enter into contracts (with one or several
service providers) for operational services for Post i Butikk in large
parts of our network, approx. 1 200 locations. Norway Post would like to
achieve operational contracts for 80 % - 100 % of this network. Service
providers can request qualification for all of or parts of the network.
Post i Butikk is the current concept for third party operation of Norway
Post's permanent handling places and therefore has the accompanying post
and bank services, amongst other things, in accordance with the licence
requirements and the law and requirements from the owner at the Ministry
of Transport. The concept and extent can be changed in the contract
period. Examples of such changes are the development of simpler concepts
or changes in the number of handling places as a result of changed
customer needs and requirements for Norway Post, through the Ministry of
Transport's coming ownership statement, amongst other things.
Important customer groups are private persons and small companies. Central
services are the receipt and delivery of packages and letters, the sales
of stamps and post packaging materials and the execution of simple bank
services in accordance with the valid routines described by the awarding
authority. The services shall be carried out in a central location. The
service provider's premises are to be designed in accordance with Norway
Post's guidelines.
