SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Hot water for Sogn og Fjordane University College,Central building in
Sogndal-Prequalification.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
Purchase.
Main place of delivery: Sogndal, Sogn og Fjordane, Norway.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): This notice is
for the prequalification of tenderers for a later restricted tender
competition.
The Ministry of Education and Research has given Statsbygg the task of
constructing a new central building for Sogn og Fjordane University
College in Sogndal. The central building will be 7 605 m2. Construction
will start in spring 2010. Water borne heating is planned with a
temperature level 55/35 degrees Celsius.
A contract is wanted with a supplier of hot water for heating and tap
water. The planned delivery's power requirement does not redeem the
licence duty for any district heating plant, see the Energy Act §1-3 and
the Energy Act Regulations §5-1.
The calculated power requirement is approx. 400 kW. The calculated energy
requirement is approx. 425 000 kWh.
The delivery of hot water must start in December 2011 at the latest.
The aim is to sign a binding contract with a supplier of hot water by the
third quarter of 2010. Statsbygg will enter into the contract on behalf of
Sogn og Fjordane University College. The University College will join the
contract when they move into the building in the summer of 2012 and will
then be the supplier's contract party. The contract period will be for 5
1/2 years at first with Sogn og Fjordane University College having the
right to a 5 year extension.
The first contract period will be divided up as follows; Statsbygg will be
the contract party when the hot water is delivered in the construction
period, approx. 1/2 year, December 2011-June 2012. Then the University
College will be the contract party for the remaining 5 years, from approx.
June 2012 - June 2017.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The annual power requirement for heating
and tap water is estimated to be approx. 425 000 kWh. The total energy
requirement is estimated to be approx. 400 kW.
II.2.2) Options: Yes.
Description of these options: Sogn og Fjordane University College will
have the right to an extension of the contract period for 5 years. I.e.
June 2017 - June 2022.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting:
15.12.2011. Completion: 15.6.2017.

financial capacity.
Good solidity and a secure ability to fulfil the contract.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met:
A list of the principal deliveries effected, or main services provided, by
the company, in the past three years, with the values, dates and
recipients (for supply and service contracts).
A statement of the quality assurance/quality control system operated by
the company.

The company must be able to document that it, or a company that it
co-operates with, has relevant competence and/or experience from
equivalent deliveries. Equivalent deliveries mean the delivery of energy
etc. with high requirements for continuity and security of supplies.
As regards the company's principal deliveries (reference projects) in the
last 3 years, the following information about each of the reference
projects shall be given in addition to information about value, date and
recipient:
— Number of customers,
— Extent and size of the delivery,
— Specifics about what the delivery included,
— Security of supplies.
Minimum level(s) of standards possibly required:
Good technical and professional qualification.
Good continuity and a high security of supplies.
