SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

single operator.
Duration of the framework agreement: Duration in year(s): 4.
II.1.5) Short description of the contract or purchase(s): Oxfordshire and
Buckinghamshire Mental Health NHS Foundation Trust wishes to appoint a
provider for a Framework to deliver cost and project management services
and Construction Design and Management co-ordination services to support a
number of construction tasks, each with a value greater than 5 000 GBP
(inclusive of fees, directs and VAT) and less than or equal to the OJEU
threshold, currently approximately 3 500 000 GBP (plus other fees, directs
and VAT). This threshold may be subject to incremental year on year
increases as determined by EU or UK legislation.
These projects are expected to have a total value of approximately 72 000
000 GBP over a 4 year period commencing April 2010.
Individual projects will be located in Oxfordshire, Buckinghamshire and
surrounding counties.
Cost management services will be required on the majority of these
projects.
Some cost management tasks may be for the provision of services not
associated with a construction task about to commence e.g. feasibility
studies, option exploration, budget assessments.
Project management services will be required on selected projects only.
Some project management tasks may be for the provision of services not
associated with a construction task about to commence e.g. feasibility
studies, option exploration, programme planning.
Construction Design and Management Co-ordination services will be required
on projects where there is the requirement for such a role.
The design and construction services for these projects will be provided
by the providers of Framework A and Framework B.
The type of construction tasks in Framework A and Framework B include, but
are not limited to:
Framework A.
— Large repair type works, refurbishments, redevelopments, small
extensions, small new works.
— Some construction tasks may be purely for the provision of design and
consultancy services e.g. feasibility studies, option exploration,
condition surveys etc.
— Some construction tasks may be a series of very small construction tasks
combined to form one larger multi phased construction task.
Framework B.
— Multi phased construction tasks made up of a series of smaller
construction tasks, very large repair type works, refurbishments,
redevelopments, extensions, new works.
— Some construction tasks may be purely for the provision of design and
consultancy services e.g. feasibility studies, option exploration,
condition surveys etc.
— Some very large construction tasks may span more than one financial
year.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.2) CONDITIONS FOR PARTICIPATION

2. Express an Interest in the tender.

Pre-Qualification Questionnaires or Invitations to Tender open to any
registered supplier).
— Click on the relevant PQQ/ITT to access the content.
— Click the “Express Interest” button in the “Actions” box on the
left-hand side of the page.
— This will move the PQQ/ITT into your “My PQQs/My ITTs” page. (This is a
secure area reserved for your projects only).
— You can now access any attachments by clicking the “Settings and Buyer
Attachments” in the “Actions” box.
3. Responding to the tender.
— You can now choose to “Reply” or “Reject” (please give a reason if
rejecting).
— You can now use the ‘Messages’ function to communicate with the buyer
and seek any clarification.
— Note the deadline for completion, then follow the onscreen instructions
to complete the PQQ/ITT.
— There may be a mixture of online and offline actions for you to perform
(there is detailed online help available).
You must then publish your reply using the publish button. If you require
